PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Basic and Clinical Research Efforts, Surveillance, Vaccine Efficacy, Performance and

Evaluation of New Diagnostic Capabilities for NAMRU-3

C.1. GENERAL: This is a non-personal services contract to provide contractor support for bio-surveillance activities conducted by the Naval Medical Research Unit- 3 (NAMRU-3) primarily in Egypt, Africa and the Middle East. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to NAMRU-3 and the U.S. Government.

C.1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment (as necessary when visiting field sites), supplies, facilities (as necessary when visiting field sites), transportation, tools, materials, Contractor supervision, and other items and non-personal services necessary to perform Bio-surveillance Activities in Egypt, Africa and the Middle East.

C.1.2 Background:

NAMRU-3 is a US overseas military research facility based in Cairo, Egypt since 1946. NAMRU-3’s mission is to study, monitor, and detect emerging and re-emerging disease threats of military and public health importance;

develop mitigation strategies against these threats in partnership with host nations, international, and U.S. agencies in the United States Central Command (CENTCOM), United States European Command (EUCOM), and United States Africa Command (AFRICOM) areas of responsibility. NAMRU-3 accomplishes its mission through collaboration with US government and academic groups as well as local institutes and ministries. NAMRU-3 maintains research programs including the Bacterial and Parasitic Diseases Research Program (BPDRP), Viral and Zoonotic Diseases Research Program (VZDRP) and Vector Biology Research Program (VBRP).

C.1.3 Security Requirements: Contractor personnel performing work under this contract and working at NAMRU- 3 (Egypt) shall obtain U.S. Embassy clearance (Egyptian Nationals) and shall maintain the level of security required for the life of the contract.

C.1.3.1 DD254: Contractor personnel may be required to have access to classified information. This contract will therefore include a DD254 at the SECRET level. The basis for need will be for the purpose of attending Department of State (DoS) or US Embassy-based meetings containing DoS/Department of Defense (DoD) sensitive information. Contractor personnel, regardless of security classification requirement, are expected to comply with any onboarding procedures required by NAMRU-3 and/or the US Embassy, Cairo.

C.1.3.2 Common Access Card (CAC): In the event contractor personnel are required to obtain a CAC for access to a DoD IT network and email address, a National Agency Check shall be required prior to onboarding those personnel.

C.1.4 Federalwide Assurance: Human Subject Research (HSR) is expected for services under this contract. An award containing research with human subjects will not be executed unless the Contractor (and all appropriate subcontractors) holds an active Federal Wide Assurance (FWA) issued by the Department of Health and Human Services (DHHS). A Human Research Protection Officer (HRPO) review must be in place before any funding can be placed on a CLIN containing HSR services. The Contracting Officer’s Representative (COR) will be in charge of coordinating with the HRPO to make sure the necessary International Review Board (IRB) protocols are approved prior to the start of services involving HSR. The award of a CLIN or a modification exercising an option period that contains HSR will not be completed until the Contracting Officer is given the necessary signed HRPO paperwork.

All completed HRPO documents will be filed in the physical contract file.

C.1.5 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured. Contractor personnel shall not be within government premises unless Government personnel are also present; the contractor’s personnel shall not be the last to leave a Government facility.

C.1.6 Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons.

NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.

C.1.6.1 In the event that keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

C.1.6.2 The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than Contractor personnel. The Contractor shall prohibit the opening of locked areas by Contractor personnel to permit entrance of persons other than Contractor personnel engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.

C.1.7 Data Rights: The Government has unlimited rights to all documents/material produced under this contract.

All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

C.1.8 Organizational Conflict of Interest: Contractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in Federal Acquisition Regulation (FAR) Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

C.2. SCOPE:

The mission of NAMRU-3 requires the contractor to provide all personnel, equipment (as necessary when visiting field sites), supplies, facilities (as necessary when visiting field sites), transportation, tools and materials necessary to perform services as defined in this Performance Work Statement except for those items specified as government furnished property and services if any. The contractor shall perform local and international Other Direct Cost (ODC) purchases and deliver the required items to NAMRU-3 warehouse in ESSA (an Embassy warehouse), Maadi, Cairo, Egypt.
