About this file

This Request for Proposals (RFP) is issued by Regional School District #17 Board of Education in Connecticut for the removal of the Hubbard Barn structure located at 91 Little City Road, Higganum, Connecticut, adjacent to the Haddam-Killingworth High School campus. The barn is a two-story, hipped-roof building of approximately 1,400 square feet, estimated to have been constructed in the 1840s, and is currently in a structurally compromised condition posing a safety hazard to students and visitors. Contractors may submit proposals for either Option 1 (complete demolition and removal of all debris) or Option 2 (systematic deconstruction to maximize salvage of materials with responsible removal of remaining debris). Both options require contractors to provide timelines, obtain necessary licenses and permits, manage site access and debris removal, demolish the foundation, import fill, and complete site restoration including topsoil, fertilization, and seeding. A mandatory pre-proposal conference will be held on Wednesday, April 29, 2026, at 11:00 a.m. at the Hubbard House parking lot for site inspection and contractor registration. Sealed bids must be submitted by May 8, 2026, at 12:00 p.m. to Regional School District #17 Central Office at 57 Little City Road, Higganum, Connecticut 06441. The project must commence after June 5, 2026, and be completed prior to August 14, 2026.

Bidders must submit signed documents including a rate sheet (Appendix A), contractor experience and references (Appendix B), equal opportunity employer statement (Appendix C), tax affidavit (Appendix D), certificate of non-collusion (Appendix E), and project timeline (Appendix F). The District is exempt from federal excise taxes and Connecticut sales taxes, which must not be included in bid pricing. The Board reserves the right to reject all bids, waive technical defects, conduct investigations into bidder qualifications, and award the contract to the bidder whose proposal best serves the Board's interests. Bidders with a history of contract defaults, terminations for cause, or bid withdrawals within the past ten years are ineligible. The Board may negotiate with one or more bidders after bid opening and reserves the right to modify contract scope and costs. Questions regarding the RFP should be directed to Karen Asetta, Director of Finance & Operations, at kasetta@rsd17.org.
