About this file
This is a Request for Proposals (RFP) issued by Regional School District No. 17 in Connecticut for the removal of the Hubbard Barn, a 1,400 square foot, two-story structure built approximately in 1840 located on school property in Higganum, Connecticut. The building is structurally compromised and poses a safety hazard. Contractors may submit proposals for either complete demolition and removal of all debris or systematic deconstruction for historical salvage purposes with responsible removal of remaining debris. The solicitation opened on April 23, 2026, at 7:00 a.m. EDT and closes on May 8, 2026, at 12:00 p.m. EDT. Vendor questions are accepted through May 6, 2026, at 11:45 a.m. EDT. A mandatory pre-proposal conference and site inspection is scheduled for April 29, 2026, at 11:00 a.m. at the Hubbard House parking lot. The project must commence after June 5, 2026, and be completed prior to August 14, 2026.
Bidders must submit comprehensive documentation including a rate sheet, contractor experience and references, equal opportunity employer statement, tax affidavit, certificate of non-collusion, and detailed project timeline. Proposals should address project timelines, acquisition of all necessary licenses and permits, site access management, debris removal, foundation demolition, fill import, and site restoration including topsoil, fertilization, and seeding. The procurement is open to all vendors with no specific set-asides designated. However, vendors with a history of contract defaults, terminations for cause, or bid withdrawals within the past ten years are ineligible. The District is exempt from federal excise taxes and Connecticut sales taxes, which must not be included in bid pricing. No estimated contract value or budget range is listed. The Board of Education reserves the right to reject all bids, waive technical defects, conduct investigations into bidder qualifications, and award the contract to the bidder whose proposal best serves the District's interests.
