The RFP was posted on SIGMA VSS on May 12, 2021, with a submission deadline of June 23, 2021. Two proposals were received by the deadline: Judson Center and Spectrum Child and Family Services. The contract term is two years with up to three one-year renewal options. Judson Center proposed 53,400 service units for 388 clients, while Spectrum Child and Family Services proposed 28,868 units for 328 clients. The services include staffing requirements for standard FTBS teams consisting of part-time Program Managers, full-time Supervisors, and full-time FTBS Direct Workers, along with mandatory training requirements including Core Training completion within 30 days of hire and specialized topic trainings within one year.
Judson Center was recommended for award in the amount of $1,513,036.00 based on technical evaluation and pricing analysis. Judson Center scored 95 out of 100 points on technical evaluation compared to Spectrum's 86 points, with particular strength in Bidder Experience, Qualifications and Past Performance (35/35 points). Judson Center's pricing proposal included a rate of $27.00 per unit for 53,400 units, plus $32,000 for transportation and $38,800 for specific assistance services. Spectrum Child and Family Services submitted a lower total bid price of $1,488,983.00 at $49.75 per unit but was not selected due to lower technical scores reflecting deficiencies in staffing readiness, training preparation, and program implementation documentation. The award is pending State Administrative Board approval, if applicable.
