B. FRONT BUMPER PLATES (excluding roll-off containers)
The ¼” x 4” x 4” x 16” angle welded onto the front corners of each container must be fully welded across the top and on each side, but not across the bottom. These pieces are to be installed on the outside of the container with 5” of it to be above the pick-up sleeves.
C. SIDES (excluding roll-off containers)
1. The sleeves are to be fully welded from front to back on the top and bottom. On the 6 and 8 cubic yard containers, one (1) support channel is to be welded to the container above the sleeves after the sleeves have been fully welded, and must be welded at a rate of 3” on 12” of length, except where it contacts the sleeves. The channel’s length is to be from the back edge of the side to the front bumper angle. The channels must be fully welded to the sleeves where they contact the sleeves.

D. BACK (excluding roll-off containers)
1. Channels and angles must be welded at a rate of 3” on 12” of length, and fully welded where they contact other channels or angles.
2. A 1-½” female NPT (national pipe thread) bung must be welded at the bottom of the back (not the underside) of the container, and at 36” in from the sides, with a 1-1/2” male pipe plug with external square lug provided.
E. BOTTOM (excluding roll-off containers)
1. On the 2, 3, and 4 (both types) cubic yard containers, the channels’ length must exactly match the front-to-back size of the container and be welded at a rate of 3” on 8” of length.
2. On both types of 6 and 8 cubic yard containers the channels are 72” and are to be welded parallel to the front and back not more than ¼” from the edge at a rate of 3” and
12” of length.
3. Each corner of the bottom on the 2, 3, and 4 (both types) cubic yard containers must have an 8” x 8” 10-gauge minimum thickness plate fully welded at not more than ¼” from the sides, for a total of four (4) plates.
F. DESIGN (excluding roll-off containers)
The containers are to be constructed to be used with the existing truck-mounted hydraulic front-end top-loading equipment now operated by the City, without modification or adaptation. It shall not be necessary to manually open the container lids to accomplish the dumping of refuse into the trucks.
G. HOISTING ATTACHMENTS (excluding roll-off containers)
Containers must be equipped with dumping fork sleeves constructed of minimum 10-gauge pressed channel, continuously welded, top and bottom, to container sides. Sleeve dimensions will be 9” x 4” x 34” and braced with 10-gauge triangular steel gussets, four
(4) pair per sleeve, continuously welded to container side and channel or equal configuration for reinforcement of sleeves.
H. PAINTING
Containers shall be thoroughly cleaned to remove all rust, slag, grease, and foreign matter. All rough edges shall be removed by grinding. All joints, seams, and welds shall be brush coated before spray application. Containers shall then be painted inside and outside with two (2) coats of rust inhibiting primer, then one (1) finish coat of "City-Blue" water-based paint for metal. For information concerning the paint color, refer to Section

2. All 6 and 8 cubic yard containers shall have a four (4) piece skid configuration resembling the Roman numeral II. Two (2) channels to go the full width of the container
(72”) with outside edge of skid directly under walls, both front and rear ends of skids capped. Two (2) channels butted between first two (2) approximately 18” from sides.
Butt joints welded all around. All skids skip welded to the bottom.
J. WELDING
1. All side and bottom seams must be continuously welded to form a completely watertight container.
2. Generally accepted commercial or government production containers compatible with the specified front-end loading system should meet the intent of these specifications, though minor modification of the supplier’s production unit may be required. However, best commercial manufacturing practices and first quality materials, new and unused, are expected.
3. Sliding doors and lids must operate freely when containers are delivered to the City.
K. INSPECTION
The City reserves the right to inspect containers manufactured for the City at the
Contractor’s location, in person, via blueprints, or by other means of inspection, prior to shipment.
L. CHANGES IN SPECIFICATIONS
The City reserves the right to change the specifications due to error, omission, or unforeseen conditions, in a manner which is fair and equitable for both the Contractor and the City.
M. DELIVERY

Any container not assembled and ready for distribution when delivered and presented to the City for acceptance shall be rejected and returned to the Contractor at the Contractor’s expense.
2. Containers shall not be stacked during storage or delivery. Paint or other damage to containers shall result in rejection of the container and return to the Contractor at the
Contractor’s expense.
3. Containers shall be delivered at the rate of at least fifty percent (50%) of the container order within thirty (30) days from the date of the order, and the remainder within thirty (30) days from the date of delivery of the first minimum fifty percent (50%) of the order.
