About this file
This is an addendum to a Request for Quote issued by the State of Maine for reflective license plate sheeting under RFQ 29B 100226*789. The addendum clarifies requirements and extends the bid submission deadline from the original date to March 30, 2010 at 2:00 p.m. Bidders must submit 3 to 5 references of equivalent scope and complexity from other U.S. states or countries with similar plate manufacturing experience. The State of Maine will provide sample designs for AG and Sportsman plates along with electronic artwork files for evaluation purposes, requiring vendors to submit a full 900-foot roll of sample sheeting to demonstrate capability across various designs and specification compliance. The fabrication and equipment installation timeline has been extended from 30 days to 60-90 days for fabrication and 30-60 days for delivery and installation to ensure equipment is fully operational before production begins. A spreadsheet containing annual plate quantities for the previous three years is available on the AdvantageME Vendor Self Serve website to inform bidding.
The addendum specifies that the successful bidder must provide two performance and product bonds of $1 million each. The State of Maine will retain the incumbent's equipment for six months or until transition is complete following contract expiration to facilitate succession to another vendor. The first article delivery schedule for long-run pre-printed sheeting has been modified to allow 45-60 days for approval and custom cylinder engraving, with subsequent materials required within 30 days, while current production continues uninterrupted. The addendum also clarifies that an optional three-dimensional security mark (sine wave) is not proprietary technology and represents an ongoing improvement to the manufacturing process, likely to become legislated during the contract term in 2011 or 2012. All proposed vendors should contact bambi.l.tefft@maine.gov to request the Plate Chart containing visual samples of Maine license plate designs.

Reflective License Plate Sheeting
RFQ 29B 100226*789
Addendum to Clarify and Answer Questions March 17, 2010
1. Note: Due to the complexity of this RFQ opportunity and the need for clarification and addressing of questions and issues, the due date is extended to March 30, 2010 at 2:00 p.m.
2. IMPORTANT: Add Section: References are required at time of bid submission. Please submit 3 to 5 references of an equivalent scope, size, and complexity of successful current or recent past business from other US States’ plate manufacture or other countries where the applicable business and plate manufacture is of similar size and scope. Please submit for each reference – state, name, title, address, phone number, and email address.
3. For a copy of the “Plate Chart” to see visual samples of all the State of Maine plates, please email the buyer; bambi.l.tefft@maine.gov for a copy (as the size is too large to attach to the AdvantageME VSS RFQ).
4. Remove the phrase “only allow 3 splices” from the RFQ as this is not applicable as reflective license plate sheeting has no splices.
5. The State of Maine will provide, as requested, the needed samples and an electronic artwork file for the designs required to use in demonstration and submission of samples at the time of evaluation. These will be the AG and Sportsman plates. The State of Maine will not require a sample of every plate and graphic design to pre-qualify to bid. A full 900 ft. roll of sample sheeting is required at the time of evaluation. The intent is to demonstrate each vendor’s abilities to reproduce various designs as well as to test the meeting of specifications in the plate making process of a full roll of sheeting.
6. The State of Maine will modify the time allowed to fabricate, transport, install and set-up equipment, as well as time needed to allow equipment to be fully and satisfactorily running; from 30 days to 60-90 days for fabrication of equipment as well as 30-60 days for delivery and successful installation of equipment to be up and running producing usable product.
7. Additionally, the successful bidder will allow the State of Maine to continue to retain and use the incumbent’s equipment at the end of the contracted period of time to allow succession to another vendor’s fabrication and installation process (in the event that another vendor wins the next request for quote). This period of time will be six months or until time of transition is complete.
8. The State of Maine does require both bonds in the amount of $1 million for product and performance.
9. A spreadsheet has been attached to the RFQ on the AdvantageME Vendor Self Serve website that shows annual quantities of each plate for the last three years. Specialty plates are a part of the passenger plate totals.
10. Sample plates and graphic files (electronic artwork) for sample plates will be provided by the State of Maine, if required, at time of evaluation.
11. The first article delivery schedule for long-run pre-printed sheeting will be modified to allow time needed for the approval process and custom cylinder engraving which would normally take about 45-60 days. Subsequent material would be required in 30 days. During this process, the current production will stay in place and continue so as to assure there is no disruption in production.
12. The extra security measure (3 dimensional security mark - sine wave) is not a proprietary patented technology and a similar solution for this specification can be met by all manufacturers. This is not required by Maine legislation in 2010, however it is likely to be legislated in 2011 or 2012 while the contract is still in effect - therefore, this must be addressed as an ongoing improvement to the license plate manufacture process.
