ANNOUNCEMENT OF COMPETING OFFERORS

The Transportation Security Administration (TSA) has completed the evaluation of information received in response to Screening Information Request (SIR) 1 for the Integrated Hiring Operations and Personnel (IHOP) Program procurement. The offerors whose information was determined to be “Acceptable”, and who remain in the competition for the IHOP Program procurement, are listed in the table below.

This list is published pursuant to Section IV, “Subcontracting Opportunities” of the initial acquisition announcement for the IHOP Program, and is provided as a method of encouraging small businesses to seek subcontracting/teaming opportunities with potential TSA contractors. As a reminder, the TSA intends to include small business subcontracting goals as part of the requirements for the Request For Proposals (RFP), as well as an evaluation factor as part of the evaluation of proposals.

The TSA will not take any active, direct role in matching up small businesses with large businesses for any potential subcontracting opportunities related to the IHOP Program procurement process. Instead, this list may be referred to by small businesses in order to obtain contact information for their own communication efforts. The TSA will not make any communications on behalf of small businesses or large businesses.

In addition, the TSA has determined that a sufficient rational basis exists for altering the planned steps in the procurement process for the IHOP Program. As a result, the TSA will eliminate the second Screening Information Request (SIR 2), and will instead proceed to the Request For Proposals (RFP) stage of this procurement. Only those offerors listed in the table above will receive the RFP when it is issued. The TSA anticipates issuance of the RFP in early June, 2007, with an anticipated award date for the resultant contract of early September, 2007.
