About this file
This document is a Request for Qualifications (RFQ) for Architectural and Engineering (A&E) Services related to the replacement of four chillers and associated equipment within the Central Energy Plant (CEP) of the Hurston Building North and South in Florida. The solicitation is being issued by the Florida Department of Management Services (DMS). The project includes an evaluation of the two existing electrical services feeding the CEP, with potential modifications or upgrades required. A site visit was held on April 15, 2024, and responses to questions from that visit are provided in the document. The professional design services budget is $418,810.
The RFQ indicates that the existing CEP equipment has not seen significant upgrades since 1999, and the replacement effort is expected to impact most of the CEP equipment, including the chillers, pumps, cooling towers, and building automation system. The electrical service evaluation may result in the need for electrical service upgrades, with the construction budget to be determined. Respondents are required to submit their qualifications by the due date, after which a shortlist will be posted, and the selected firm will be awarded the contract.

1.
Is the existing controls system Siemens, JCI or Trane?
The existing control system currently controlling the CEP is Siemens.
2.
Is the $418K reserved for preconstruction soft costs only?
The $418,810 is for professional design services.
3.
After the site walk this morning, with a couple of exceptions, it appears the chiller plant has not seen appreciable upgrades since 1999. Is it safe to assume that by saying, “replacement of four chillers and associated equipment within the Central Energy Plant,” DMS is anticipating and budgeting for most CEP equipment to be affected by the replacement efforts? I.e., the chillers, chilled water pumps, condenser water pumps, cooling towers and BAS, as well as supporting miscellaneous accessories?
Yes.
4.
The RFP indicates: “The electrical scope includes a thorough evaluation of the two metered electrical services feeding the chiller plant. Recommendations and design solutions will consider the sizes and ages of the two services.” Is DMS anticipating and budgeting for a CEP electrical service upgrade?
The electrical services feeding the chiller plant needs to be evaluated and may need to be modified or upgraded. Construction budget to be determined.
5.
Would you like a copy of the presentation? If so, when would you like to receive it?
Yes, a copy of the presentation is needed on or before the end of day of presentation.
