About this file

This document is a Justification and Approval (J&A) for the Naval Facilities Engineering Systems Command (NAVFAC) to increase funding for the Quantico Base Operations and Support (QBOS) contract from $76,000,000 to $114,000,000. The N6247019D2008 contract is a single-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract providing maintenance, repair, alteration, demolition, and minor construction services for Marine Corps Base Quantico, including building structures, systems, and miscellaneous tasks.

The funding increase is justified by five key factors: COVID-19 related increased costs, expansion of contract scope to new customers, inclusion of previously excluded fire systems inventory, preventative maintenance deficiencies leading to system failures, and delayed wage price adjustments. The contract covers Option Years 6 and 7 (February 1, 2026 - January 31, 2028), with a total estimated value of $38,000,000 ($26,000,000 for recurring work and $12,000,000 for non-recurring work). NAVFAC Atlantic is currently gathering requirements for a new Base Operations Support Services contract expected to be awarded on February 1, 2028.

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Naval Facilities Engineering Systems Command (NAVFAC) Washington Facilities Engineering and Acquisition Division (FEAD), Marine Corps Base, Quantico

2. Description of the Action Being Approved.

Requesting authorization to increase funding ceiling capacity on the Quantico Base Operations and Support (QBOS) contract from $76,000,000 to $114,000,000.

3. Description of Supplies/Services.

N6247019D2008 (QBOS) is a single award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract providing a broad range of maintenance, repair, alteration, demolition and minor construction services including but not limited to: building structures (roofing, tanks, foundation); building systems (HVAC, fire protection, electrical); miscellaneous tasks (locksmith services, guard services, janitorial services, maintenance of grounds, roads and paved surfaces, monuments, signs, fencing, repair of gas, water, and chemical leaks); on a scheduled, unscheduled and emergent basis.

There are several factors affecting the cost of the contract, causing the price to increase:

(1) Increased Costs Due to COVID-19: The contractor incurred additional expenses for enhanced cleaning protocols related to COVID-19. Furthermore, ongoing inflation and supply chain disruptions have caused significant increases in the cost of materials and labor rates. These factors have di projections.

(2) Expansion of Contract Scope Due to Addition of New Customers: Since the original award, there has been an expansion in-scope services added to the contract to accommodate increased building and systems inventory enable rapid and effective support to the additional inventory, increasing the volume of work and associated labor and material costs. Without this expansion, mission-critical support to new users would be delayed or interrupted, compromising operational readiness.

(3) Inclusion of Previously Excluded Inventory: The original contract did not account for 178 fire systems and related components critical to base safety. Incorporating this inventory into the contract scope is essential to ensure proper maintenance and operational readiness of vital safety equipment. Failure to maintain these systems could result in safety risks and regulatory non-compliance, potentially incurring even greater costs from emergency repairs or liabilities.
