About this file
This is a Class Justification and Approval (CJ&A) document from the Department of the Navy authorizing non-competitive procurement of Unmanned Aircraft Systems (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) services.
The Navy and Marine Corps Small Tactical UAS Program Office (PMA-263) requires UAS ISR services to support multiple combatant commands in combat and contingency operations. Services include providing trained personnel, non-developmental UAS equipment, certifications, operation and maintenance support, and spares production. The contracting activity is Naval Air Systems Command (NAVAIR) Headquarters. Four contractors are approved to compete for individual task orders under corresponding Basic Ordering Agreements (BOAs): AeroVironment, Insitu Inc., Shield AI, and Textron Systems. The five-year ordering period allows individual orders of up to four years and 364 days, with an estimated aggregate value of $819 million. Authority to act under this CJ&A expires March 31, 2031.
Limited competition is justified based on the unique technical requirements these vendors possess, including UAS maturity, Technology Readiness Level 8, cybersecurity Authority To Operate (ATO), Interim Flight Clearance (IFC), heavy fuel engine propulsion systems, and other specialized core capabilities. A Sources Sought notice posted February 5, 2025, on SAM.gov received 14 responses, concluding only these four vendors are technically capable. Award to other sources would cause unacceptable 36-month delays due to cyber security certification, training development, flight data gathering, and deployment activities. For each task order, a synopsis will be posted to SAM.gov per FAR Subpart 5.2, with evaluation of any responses received before award.

responses). After completion of the technical evaluation of all vendor responses it was concluded that only four vendors (AV, Insitu, Shield, and Textron) are capable and possess the required ATO, IFC, heavy fuel propulsion system and other core capabilities required to perform the subject services. In accordance with FAR Subpart 5.2, a synopsis will be posted to SAM.gov for each order. Any responses received before task order award will be evaluated to determine whether the potential sources are technically acceptable and meet the Government's requirements.
7. Determination of Fair and Reasonable Cost
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this CJ&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition
For the reasons set forth in paragraphs (5) and (6), NA VAIR has no plans at this time to conduct full and open competitions for future contracts for the types of services covered by this document. If another potential source emerges, NA VAIR will assess whether competition for future requirements is feasible. Approval of this CJ&A signifies the approval authority has made the determination required by DF ARS PG! 206.304(a)(ii).
As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PG! 206.304(a)(S-70)(i), the prior CJ&A21-0013 for Insitu and Textron, dated 15 March 2021, was provided to the approval authority for review. Approval of this CJ&A signifies the approval authority has made the determination required by DF ARS PGI 206.304(a)(S-70)(ii).
