About this file
This document is a Single Source Justification (Simplified Acquisition) for a sole source contract for the maintenance and repair of Mettler-Toledo Titration Systems at Robins Air Force Base, Georgia.
The contract is for a basic year plus two option years, with a period of performance from November 8, 2024 to November 7, 2027. The estimated contract cost is provided. Mettler-Toledo is identified as the Original Equipment Manufacturer and the only source capable of providing the required maintenance and repair services, as they possess the necessary technical data, proprietary parts, and OEM-certified technicians. Market research was conducted, but no other qualified sources were identified. The contracting officer has determined that Mettler-Toledo is the only reasonably available source for this requirement. The agency plans to frequently scan the market to identify potential future competition.

Section C: Justification for Soliciting from a Single Source or Brand Name
This is sole source, commercial requirement to establish a 3 year contract (basic + 2 option years). Due to the circumstances described herein, the activity requests authority to acquire Mettler-Toledo Titration Systems Maintenance and Repair using Other Than Full and Open Competition (OTF&OC) prescribed by FAR 13.106-1(b)(1).
Mettler-Toledo is the Original Equipment Manufacturer, OEM, who designed and manufactured these titration instrument systems and is the only source in possession of required tooling to perform maintenance and have the replacement parts for repairs of these systems. Mettler-Toledo owns the facilities to perform the primary activities for the assembly of parts and components that can be used in the instrument systems (i.e. end items) we have acquired. These units and their components are highly specialized instruments that employ proprietary technologies, replacement parts and software source code. Due to the sophistication and analytical capabilities of these instruments, all replacement parts and software upgrades must meet original manufacturer requirements. They are also the only source with qualified OEM-certified service/repair technicians which assures a rapid response time and reduced instrument down time. Mettler-Toledo has the required background experience/expertise, technical data, and spare parts availability on these instruments to meet the government's requirement.
All of these instrument systems are commercially available and have not been modified from their original configuration when purchased. These systems require specialized knowledge of the proprietary technical data and OEM certified factory-trained personnel to perform the required maintenance and repair services.
Furthermore, these specific capabilities are not available from any other source, nor are the required repair parts available from any other source. Annual preventative maintenance inspections are necessary to clean, repair and spot potential problems, and rapid response to breakdowns by the contractor is necessary to
April 2021 Page 2 of 3April 2021 Page 2 of 3 minimize the adverse effect on the 802 MXSS Chemical Flight Laboratories' mission. Use of other supplier's commercial or off-the-shelf replacement parts would not be appropriate to these instruments and could result in damage.
While there are other manufacturers of titration instruments, those companies would not have knowledge of proprietary features of the subject units. The laboratory relies upon the methods of these instruments to provide information pertaining to the elemental composition, related molecular bonds of materials, and process solution concentrations of samples, of both known and unknown nature. Each of these methods requires some sample preparation which may be extensive at times. The sample preparation and testing techniques may be destructive to the subject material(s). The auto-titration and density meter techniques give required concentration levels of various components to ensure chemical processes are controlled within Technical Order (TO) specifications. These instruments are crucial in the support of operations conducted in the plating shop, etching shop, CNC machine shops, and the Advanced Metal Finishing Facility (AMFF) in the 402d Commodities Maintenance Group (CMXG). Without this service for preventive maintenance and emergency repair, instrument failures can result in work stoppage for the Chemical Laboratory, as well as CMXG production operations. If we were to use another company it would take weeks in researching new units (manpower at per hour) and cost around for each new large titrator. We would need 4 at a minimum. This would be minimum in purchasing new units alone. The annual maintenance and repair services would make the cost much more. Also, manpower in learning the new instruments and downtown would have to be considered.

Cage Code: 12021 Type Business: Large
Section D: Efforts to Obtain Competition
Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code 811210- 'Electronic and Precision Equipment Repair and Maintenance' and keywords 'Titration' looking for companies that could provide the Titration Systems Maintenance and Repair. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted and resulted in zero (0) small businesses capable of supplying this service (see DSBS Query). In addition, GSA was also queried for any source that could provide the Titration Systems Maintenance and Repair which resulted in four (4) small businesses, but none of these sources can be considered due to Mettler-Toledo having no GSA schedules for this requirement (see OEM response to NASA SEWP & GSA

Questions). Mandatory Sources such as Ability One were considered but did not meet this requirements.
Mettler-Toledo, Inc. is the only source for this acquisition and holds proprietary rights for this Titration System (see OEM Verification).
Recommendation to post on Sam.gov for a sole source award to Mettler-Toledo, Inc.
Primary NAICS: 811210- Electronic and Precision Equipment Repair and Maintenance
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In an effort to remove or overcome such a barrier to competition in the future, the market will be scanned frequently for new companies that could satisfy the Government's requirements.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
