About this file
This statement of work outlines requirements for developing software modules to integrate into an existing signal collection application called SCEPTRE. The Navy seeks to procure a Frequency Finder module enabling external demodulation of RF signals streamed from SCEPTRE, as well as an RF Signal Simulator module for generating and receiving simulated RF data to support testing and training. Both modules must interface with SCEPTRE and its radio libraries, and operate across SCEPTRE data stream formats. The simulator must merge simulated RF with live data. Accompanying documentation, a five-day training course, and coordination on module delivery is also required. The contractor will have access to government systems and applications for testing. One trip to Norfolk, VA for five days is anticipated.

FREQUENCY FINDER SOFTWARE DEVELOPMENT
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity (NSWCDD DNA) has a requirement to procure software that is capable of automatically identifying, classifying and demodulating detected Radio Frequency (RF) emissions. Due to adversary techniques utilized for RF signal transmissions, this type of software has become critical for US Navy Carry On Equipment (COE) system operation and provides a significant risk reduction for platform safety.
This capability has been identified as a requirement for future system architecture advancements to support continued operations. NSWCDD DNA Special Sensors provides the Navy with the tactical Indications and Warning (I&W), Force Protection (FP) Intelligence, Sensitive Site Exploitation (SSE), and Intelligence Preparation of the Operational Environment (IPOE) required to win decisively in major combat operations. NSWCDD DNA develops and integrates emerging technologies into cohesive intelligence collection system to provide actionable intelligence in the maritime environment. The objective of this task is to develop a software module which will integrate into existing SCEPTRE software for signal collection in legacy and future Carry On Equipment (COE).
2.0 APPLICABLE DOCUMENTS
Contract Data Requirements List (CDRL) A001
3.0 REQUIREMENTS
This SOW provides requirements for the software development of software modules for the existing SCEPTRE application.
3.1 The Contractor shall develop a software module, to be identified as Frequency Finder, for SCEPTRE that streams received RF signal data to an external software application for demodulation.
3.1.1 The software module shall interface with existing installs of SCEPTRE software and with all radios in the SCEPTRE receiver libraries.
3.1.2 The software module shall operate with all data stream formats processed by the SCEPTRE software.
3.1.3 The SCEPTRE user interface shall provide the operator with the ability to configure the software module to select the external demodulation application, identify signal types, and configure and manage the streaming data.
3.2 The Contractor shall develop a software module, identified as RF Signal Simulator, for SCEPTRE that generates and receives simulated RF signal data to support testing and operator training environments.
3.2.1 The software module shall generate simulated RF signal data that can be viewed in SCEPTRE and streamed to external applications.
3.2.2 The software module shall be capable of receiving simulated RF signal data streams from external applications.
3.2.2 The software module shall provide the capability to merge simulated RF data with other RF signal data streams to create a realistic RF environment for display and management within
SCEPTRE.
3.3 The Contractor shall provide information pertaining to the installation, maintenance, and documentation of the Frequency Finder and RF Signal Simulator software (CDRL A001),
3.4 The Contractor shall provide a five-day training course for six students at DNA for the SCEPTRE software application, to include the Frequency Finder and RF Signal Simulator software modules.
3.4 The Contractor shall coordinate with the technical point of contact (TPOC) identified below to schedule the delivery of Frequency Finder.
4.0 DATA DELIVERABLES
The Contractor shall provide data in accordance with CDRL A001.
5.0 GOVERNMENT FURNISHED PROPERTY (GFP)
5.1 The Government will provide access to legacy and developmental systems as required to test and evaluate the software on known fleet deployed systems.
5.2 The Government will provide access to the required external software applications, to include RF signal demodulation tools and RF signal simulators.
5.3 Due to the sensitive unclassified nature of the equipment and software, a complete list including nomenclature, serial number and market value will be provided to the contractor upon award of contract and prior to preliminary developmental testing. The GFP list will be provided via separate correspondence.
6.0 TRAVEL
The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: One (1) personnel for five (5) days to Norfolk, VA.
