About this file
This is a Statement of Work (SOW) prepared by Norfolk Naval Shipyard Engineering Department for troubleshooting, repair, and testing of a RIX Technologies Model MARC 350B Low Pressure Air Plant (LPAP) Compressor #8 aboard a Naval Ship during FY 26 Periodic Incremental Availability. The work addresses an injection water pressure failure identified during a shipyard inspection; prior troubleshooting efforts by Ship's Force and In-Service Engineering Agent (ISEA) yielded no corrective action, necessitating Original Equipment Manufacturer (OEM) support.
The contractor, as the OEM and technical expert, must perform troubleshooting and repair on LPAP #8, conduct a satisfactory full load operational test, promptly notify the shipyard of required material replacements, provide Change for Review (CFR) documentation for any growth work discovered, and be available on-site with seven days' notice. The period of performance extends from August 1, 2026 through February 28, 2027, with all work completion required one month prior to the project milestone "All Propulsion Work Completed in the Plants" (PW42). The contractor must provide all tools, test equipment, consumables, and Personal Protective Equipment (PPE), furnish required personnel, maintain Level II Cleanliness standards on shipboard systems, comply with OSHA and Hazardous Energy Control requirements, obtain a Confidential security clearance with a red NAVSEA badge, and submit weekly email status updates to NNSY by 1200 on Tuesdays. NNSY will coordinate oil drain and replenishment, serve as the designated representative for tag-out procedures, and provide seven days' advance notice when contractor presence is required.
