This is a Sole Source Justification document supporting a procurement action by the Naval Surface Warfare Center Carderock Division (NSWCCD) for CMPRO software and related support services. The Government intends to award a firm fixed-price purchase order on a sole-source basis to Professional System Associates, Inc. (PSA) pursuant to FAR 6.302-1(a)(2)(ii), citing that PSA is the exclusive source capable of providing the required CMPRO software and compatible support, with no alternative material available on the market. The procurement will utilize Simplified Acquisition Procedures for award.

The solicitation (N0016726Q1161) invites interested parties to submit capabilities statements by 12:00 PM on September 23, 2026, though this notice is not a competitive request for proposals. All responses received by the deadline will be evaluated by the Government solely to determine whether to conduct a competitive procurement instead; however, the final decision to proceed with sole-source award rests entirely within Government discretion. The contractor is classified under NAICS code 513210 with a business size of $47 million. Inquiries should be directed to Michael Bonaiuto at michael.j.bonaiuto.civ@us.navy.mil. 4. Authority Permitting Other Than Full and Open Competition This brand name justification is pursued in accordance with 10 U.S.C.§3204(a) (1), "The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency." (FAR 13.106-l(b) (2)).

5. Rationale Justifying Use of Cited Statutory Authority

CMPRO software is the driver for NAVSEA is used in daily operations of the to track thousands of records associated with over one hundred types of radiation detection instruments, dosimeters and other related equipment. CMPRO software support is essential to maintain the RCAMS database in order to manage all RADIAC inventory and calibration records . On a daily basis, these records must be maintained, updated and quickly accessible to reflect real-time equipment metrics applicable to hundreds of end users.

The consists of multiple field activities: NSWCCD, seven Calibration Laboratories across the United States, J&A Number: N00167-26-SIMACQ-CD-63-0042

Calibration and Standards Program, Instruction and Calibration Course and the In-Service Engineering Agent. All of these field activities rely on the standardized database and reporting structure to create, update and retrieve records regarding life cycle management of Navy radiation detection equipment.

The CMPRO software code for the database and user interface is PSA proprietary. Therefore, the CMPRO code, the database query structure or the code behind the user interface cannot be transferred to another source. In other words, a new source would have to create a new database from scratch.

The award of this contract for software services to a source other than PSA will prohibit NAVSEA and its activities from using the well-established database that has been standardized throughout the . Changing the software source will cause the Navy a substantial increase in costs as estimated in time and money below. Generation of a new database, which will be necessary with a different software source, will cost significantly more than simply maintaining a database. A contract with a different source will involve creation of a new database in addition to the necessary software support aspect:

1) Creation of a new database:

· One year and $

2) Procurement of new database management software and support services:

· Three months and $

3) Generation of new operating procedures and policy manual changes:

· One year and $

4) Training (from source and internally) on new software and database:

· One year and $

5) Information Technology (IT) / Information Assurance (IA) approval and testing, certification and use on NMCI network:

· One year and $ Tasks 1 and 2 in the above additional cost list are based on average commercial labor rates for software / database engineers / developers, assuming multiple, full-time laborers. These tasks would be required of the new source. Tasks 3, 4 and 5 are based on average labor rates for NAVSEA and its activities, other NAVSEA counterparts and the In-Service Engineering Agent (ISEA), also assuming multiple, full-time laborers. These tasks would be required within the Navy , associated field activities, NAVSEA counterparts that manage IT and IA, and the ISEA.

All tasks would occur serially in the order presented, except for task 5, which could be worked in parallel after completion of task 2. Therefore, if a contract were awarded to a different source, the total time involved for full system implementation would be over three years, and the total cost would be approximately $ – over three times the cost proposed for a five-year software support contract with PSA, the current source.

If the maintenance and support are not procured from PSA, then NSWCCD would need to identify software developer(s) capable of recreating or learning from the existing, proprietary software. This would likely increase the per unit cost of the end items and increase the overall lead time for delivery. PSA has the expertise and experience to carry out the necessary module enhancements identified in the performance work statement.

Due to all these factors, it is required that this procurement be a sole-source procurement. Therefore, it has been determined that the circumstances of this contract action deem only Professional Systems Associates, Inc. to be reasonably available.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

Section 5 shows the reasoning behind the sole-source justification for the services in this procurement. The mandated sources UNICOR and AbilityOne were checked for the required services for CMPro software and support licenses, but the services were not found. GSA Advantage and a basic web search did not produce results of CMPro software or support licenses, as well. As explained in Section 5 above, the CMPro software is proprietary to PSA. Additional market research beyond what has already been recently conducted will not be conducted because it is necessary, for the reasons discussed in paragraph 5 above, for only PSA to provide CMPro software support for the . Therefore, no additional sources will be solicited.

7. Determination of Fair and Reasonable Costs

In accordance with FAR 13.106-3(a), the Procuring Contracting Officer (PCO) shall ensure that all supplies and services provided under this contract are procured at a fair and reasonable price. The contractor will submit a formal priced offer with certified cost or pricing data and sufficient information to support the accuracy and reliability of the estimate. Experienced technical analysts and contract specialists with the aid of necessary field pricing support will review the contractor’s quote. The PCO will use past procurements from the Navy and other Department of Defense (DoD) agencies that have acquired CMPro maintenance and support.

8. Actions to Remove Barriers to Competition The Government will continue to canvass and maintain open communication with PSA and other software developers (via symposiums, conferences, publications, product advertisements, vendor demos, etc.) to seek out any alternative services, if they exist.
