About this file

This is a solicitation document (N0016726Q1161) for CMPro Software maintenance and support services issued by the Naval Surface Warfare Center Carderock Division, a component of the Department of the Navy.

The Government seeks to procure continuing support for CMPro software version 2.2, including Standard Product Maintenance, Bronze Level Product Support, Application Service Support, Custom Form/Screen Support (both new and modification), and Usage Support. The base contract period requires delivery by September 30, 2026, with four one-year option periods extending through 2030. The contract employs a firm fixed-price arrangement with multiple line items: one unit of Standard Product Maintenance, five units of Bronze Level Support, one unit of Application Service Support, two units each of Custom-New and Custom-Mod Form/Screen Support, and five units of Usage Support. All deliverables will be shipped to NSWC Carderock Division, Building 143, in Bethesda, Maryland. The Government will evaluate quotations on a pass/fail technical acceptability basis, past performance (using the Supplier Performance Risk System), and price, with award to the lowest-priced technically acceptable quoter. Questions must be submitted to Michael Bonaiuto (michael.j.bonaiuto.civ@us.navy.mil) by September 18, 2026, at 12:00 PM. Payment will be processed through Wide Area WorkFlow (WAWF) using the document routing data specified, with payment to DoDAAC N62825 and administration through DoDAAC N00167. The contract incorporates standard FAR and DFARS clauses including requirements for system safeguarding, cyber incident reporting, supply chain risk management, cloud computing services, and various compliance certifications related to responsible contractor status, debarment, lobbying, and trade practices.
