About this file

This document is a Sole Source Justification for a contract with Michael Stapleton Associates (MSA Security) for x-ray machine maintenance and remote explosive detection services. The contract covers one base year and four one-year option periods from August 1, 2025 to July 31, 2030, utilizing the SmartTech® Explosives Detection System for the Office of Personnel Management (OPM). MSA Security is the only vendor with a Department of Homeland Security (DHS) SAFETY Act Designation for real-time remote monitoring and image interpretation services, which enables immediate evaluation of potential security threats at the Theodore Roosevelt Federal Building.

The sole source justification emphasizes MSA Security's unique capabilities, including 24/7 operations with TSA-aligned, DHS-certified explosive detection experts trained specifically for federal security environments. The contract aims to prevent unauthorized or dangerous items from being introduced into the facility, with services that significantly reduce false alarms and unnecessary building evacuations. OPM will continue to monitor technological advances and assess market offerings to promote future competition, with pricing determined to reflect fair market value based on current market research and an Independent Government Cost Estimate (IGCE).

2. Nature and/or Description of the Action Being Approved This action seeks approval to award a sole source contract to Michael Stapleton Associates (MSA Security) for continued maintenance of x-ray machines utilized for remote explosive detection and monitoring services utilizing the SmartTech® system. This capability significantly reduces the need for unnecessary shutdowns or evacuations of OPM facilities.

The proposed Period of Performance includes one (1) base year and four (4) one-year option periods:

Base Year: August 1, 2025 – July 31, 2026 Option Year 1: August 1, 2026 – July 31, 2027 Option Year 2: August 1, 2027 – July 31, 2028 Option Year 3: August 1, 2028 – July 31, 2029 Option Year 4: August 1, 2029 – July 31, 2030

system, they do not provide remote image interpretation nor do they have Department of Homeland Security (DHS) SAFETY Act designation for such services.

MSA Security is the only vendor currently recognized by DHS to perform these services under the SmartTech® Explosives Detection System, which has been formally designated under the

OPM and ensures that image interpretation, communication, and escalation protocols meet federal standards.

TSA-aligned, DHS-certified explosive detection experts who are trained specifically to operate within federal security environments. OPM has not identified any alternative vendors who meet these criteria. Attempting to procure from an uncertified provider would expose the agency to unacceptable security risks, legal liability, and loss of operational continuity.

Given these factors, MSA is the most capable source based on the DHS designation.

Other security monitoring service rates (where publicly available).

The complexity and sensitivity of the of DHS-certified personnel.

the fair market value based on comparison with the IGCE. This determination is based on current market research and IGCE.

6. Market Research Findings confirmed that while several vendors sell or service the HI-SCAN 6040i hardware, MSA Security is the only known vendor with a DHS SAFETY Act Designation for real-time remote SmartTech monitoring and interpretation services. No other vendors were found to

-recognized image interpretation support.

7. Additional Supporting Facts including explosives, firearms, and incendiary devices—into the Theodore Roosevelt Federal Building. The SmartTech service directly supports this objective by enabling immediate evaluation of potential threats by trained experts. This capability significantly reduces false alarms and ensures rapid, informed responses without unnecessary building evacuations.

8. Actions to Promote Future Competition While this requirement is currently being acquired through a sole source justification under FAR 8.405-6, OPM will continue to:
