About this file

This is a Justification for Restriction of Competition under the Simplified Acquisition Threshold for a follow-on requirement.

The U.S. Army Contracting Command, Office of Aberdeen Proving Ground, Natick Division, is awarding a sole-source purchase order to Unicom Government, Inc. (UGI) for Integrated Room Maintenance Service supporting the Grant Conference Room at Natick Soldier Systems Center. The requirement encompasses 24/7 technical support for UGI-installed audiovisual equipment, including help desk response within one hour via telephone or video conferencing and on-site technician dispatch within 24 hours if remote troubleshooting fails. The contractor must provide preventive maintenance visits at the government's request, with each 12-month period including two scheduled maintenance visits embedded in the firm-fixed-price annual cost. Service includes Return Material Authorization support, next-day replacement of critical parts, manufacturer repair of non-critical parts, and OEM firmware/software updates. The contract is fixed-price and funded through RDT&E for FY 2026, with a performance period from August 22, 2026 to February 21, 2031, consisting of a base year plus three option years and up to six months in extensions under FAR 52.217-8.

Competition is restricted based on proprietary constraints: the AV system contains specialized hardware and custom software developed exclusively by UGI, with proprietary code and customized operational capabilities that only UGI personnel can maintain and troubleshoot. Alternative vendors lack the technical understanding, institutional knowledge, and access to UGI's proprietary settings required to perform updates or restore system operability. Maintenance must be performed by certified professionals or warranties will be voided; UGI has not trained or certified any other professionals on this customized system. The government conducted market research and found no other vendors capable of meeting the requirement independent of UGI. A CHESS Statement of Non-Availability (SonA # 216825507) was approved June 29, 2026, and a sole source letter from UGI dated June 25, 2026 support this justification. The government intends to publicize a special notice on SAM.gov to allow interested vendors an opportunity to state their interest and capability.

3. Description of Services or Supplies: Integrated Room Maintenance Service for Grant Conference Room in support of U.S. Army Combat Capabilities Development Command, Soldier Center, GStaff – G6 (DEVCOM-SC G6).

DEVCOM-SC G6 requires a service contract to provide technical support twenty-four (24) hours per day, seven (7) days per week (24x7) for UGI installed audiovisual (AV) equipment in the Grant Conference Room at Natick Soldier Systems Center. UGI has extended standard manufacturer warranty support on all AV equipment. This includes Return Material Authorization (RMA) support, next day replacement of critical parts for defective equipment (when available from the manufacturer), manufacturer repair of non-critical parts, and Original Equipment Manufacturer (OEM) firmware/software updates (when applicable).

Upon notification of a system breakdown, UGI’s Help Desk technicians will respond to the Government’s Site Facilitator/Point of Contact (POC) within one (1) hour via telephone or web-based Video Conferencing (i.e. Microsoft Teams, WebEx, Zoom etc.) to begin troubleshooting. If a problem cannot be resolved via the UGI Help Desk, a technician can be dispatched to the site within twenty-four (24) hours to continue troubleshooting and to attempt to restore the system to full operational status. UGI’s onsite response time will be dependent on availability of parts, if it is deemed that a part is needed to restore operability of the system.

The Contractor shall provide preventive maintenance visits scheduled at the request of the Government to minimize the occurrence of system malfunctions and help ensure peak performance of the integrated room. UGI will power up and test system components to verify proper functionality, and clean and inspect system components in accordance with manufacturer recommendations.

Each standard 12-month performance period includes two (2) scheduled Preventive Maintenance (PM) visits to be provided at the request of the Government by the Contractor, the costs of which are embedded in the annual Firm-Fixed-Price (FFP).

In the event the Government exercises an extension under FAR 52.217-8, the Government’s entitlement to PM visits shall be determined based on the duration of each individual extension modification rather than the lifetime cumulative total.

Specifically, an individual extension of less than three (3) months entitles the Government to zero (0) PM visits, whereas an extension of three (3) months or greater entitles the Government to one (1) PM visit during that specific extension period.

However, if back-to-back extensions are exercised resulting in a continuous extension of performance of three (3) months or greater in total, the Government shall be entitled to one (1) PM visit during that combined period.

Period of Performance (PoP), including 52.217-9 option years and 52.217-8 extension(s):

August 22, 2026 to February 21, 2031

Proposed Contractual PoP Base Year: August 22, 2026 to August 21, 2027 Option Year One: An additional 12-month period Option Year Two: An additional12-month period Option Year Three: An additional12-month period FAR 52.217-8 Extension: An additional extension or extensions for a cumulative total not to exceed six (6) months

Total Value:

4. Authority:

41 U.S.C. § 1901(a)(1): To promote efficiency and economy in contracting and to avoid unnecessary burdens for agencies and contractors, the Federal Acquisition Regulation shall provide for special simplified procedures for purchases of property and services for amounts not greater than the simplified acquisition threshold.

RFO FAR 12.0001(a): Acquisitions of commercial products or commercial services are subject to other parts of the FAR. This part takes precedence when there is an inconsistency.

RFO FAR 12.102(a): Document decisions to restrict competition, including the use of brand-name descriptions without allowing for “equal” products, as follows: For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.

5. Reasons for Authority Cited: The AV equipment in the Grant Conference Room contains specialized hardware and custom software originally purchased, installed, and specifically customized for DEVCOM-SC G6 by UGI. Only UGI can maintain, troubleshoot, and manage the proprietary code they have written for this system. This integrated system includes a Codec, advanced audio systems, camera systems, and large-scale monitor displays which feature customized operational capabilities developed exclusively by UGI.

Due to these proprietary constraints, alternative vendors lack the technical understanding, institutional knowledge, and access to UGI’s proprietary settings and internal mechanics required to perform updates or restore system operability.

Maintenance services for the installed systems are required to be supported by certified professionals; failure to do so will void the active warranties associated with the installed equipment. UGI has not trained or certified any professionals working for other entities on this customized system. Consequently, utilizing any source other than UGI would void critical equipment warranties and introduce unnecessary operational risk to the DEVCOM-SC G6 mission.

6. Publicizing Contract Actions: For RFO FAR Part 12 actions, the publicization requirements of RFO FAR Part 5 apply. RFO FAR 12.202(a).

The Government intends to publicize a special notice on the Government Point of Entry (GPE), SAM.gov, for interested vendors to state their interest and potential capability to meet this requirement.

7. Market Research: In accordance with the Market Research document, the Government did not identify any other vendors capable of meeting this requirement independent of UGI.

8. Other Facts: In accordance with AFARS 5139.170-90(a)(2), Computer Hardware Enterprise Software and Solutions (CHESS) Statement of Non-Availability 216825507 (SonA # 216825507) was approved on June 29, 2026, and is located in the Paperless Contract File (PCF) cabinet for this requirement.

Additionally, a sole source letter from UGI, dated June 25, 2026, supporting this justification is located in the PCF cabinet for this requirement.

9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

10.
