About this file

This is a Request to Restrict Competition memorandum from the Naval Surface Warfare Center Carderock Division for a simplified acquisition below the Simplified Acquisition Threshold (SAT).

The requirement is for the procurement of one Franklin Miller TASKMASTER Model QS2420 Quad-Shaft Shredder for shipboard solid waste processing and testing. The shredder specifications include a four-shaft design with heavy carbon steel and D.I. construction, a 24" x 20" cutting chamber, 3/4" hardened and ground cutters and spacers, counter-rotating hexagon shafting, heavy-duty ball bearings, mechanical seal cartridges, a 1" perforated sizing screen with drop-down design, two planetary gear drives with space-saving right-angle configuration rated at 15HP each with 3/60/480 TEBC motors, a 4-leg support frame with locking door and safety interlock, a plastic collection bin (21"x16"x15"), and an automatic reversing controller Model S260Q. The estimated value is $166,502.00 with a targeted delivery date of March 2027 or earlier. The OEM is Franklin Miller Inc., located at 60 Okner Parkway, Livingston, NJ 07039. The restriction type selected is Brand Name, restricting competition to this specific manufacturer. The basis for restriction includes extensive market research during the Technology Identification and Assessment Process (TIAP) that evaluated 10 different companies, followed by onsite testing in March 2026. The Franklin Miller QS2420 was selected because it demonstrated superior shred density and particle size compared to alternatives, produced a higher processing rate than the current Navy shredder, could shred all solid waste items including challenge components, and has the smallest footprint for easier ship integration. The restriction is also justified by the significant duplication costs (estimated $75,000) and unacceptable delays that would result from testing unproven alternatives, making it economically disadvantageous to pursue competition. The Contracting Officer approved the restriction pursuant to FAR 12.102(a) on August 17, 2026.

B03 Request to Restrict Competition NTE SAT v060126 Effective June 2026

CUI

Given the extensive market research conducted, the excellent results of onsite testing, and the smaller size of the Franklin Miller quad-shaft shredder compared with other quad-shaft shredders, the NAVSEA sponsor has funded Code 633 to procure a Franklin Miller QS2420 which is essential to meet the Government’s requirements.

In accordance with FAR 13.106-1(b)(1), the Contracting Officer may solicit from a single source if the circumstances of the contract action deem that only one source is reasonably available to meet the agency's needs.

Given the research and testing already performed on shredders by the US Navy and the time, effort and dollars invested in testing the Franklin Miller shredder, the award of a contract to a company other than Franklin Miller will result in a significant loss in invested time and money. If a contract is awarded to another source, the impact would result in (a) an estimated $75K in duplication of costs not likely to be recovered by competition and (b) unacceptable delays in fulfilling the agency’s requirements. Because the total value of this acquisition is below the SAT, spending an additional (estimated) solely to test an unproved alternative represents an unacceptable, non-recoverable expenditure of government funds. It is economically disadvantageous and fiscally irresponsible to incur this significant testing cost when a qualified product has been identified.
