About this file

This is a Use of Other Than Full and Open Competition memorandum for an acquisition under the simplified acquisition threshold for galley and laundry equipment parts for the USNS COMFORT (T-AH 20). The procurement requires OEM parts from specific manufacturers including Hobart, T&S Brass, Hoshizaki, Legion, Univex, Accutemp, Blodgett, APW, MGR, Imperial Brown, Wellbilt, Silverking, Cospolich Inc, Taylor, Bunn, Insinger, Edro, DW Boyd, and Cissell to maintain warranties on various laundry and galley equipment.

The justification cites standardization/brand name requirements, form/fit/function compatibility, and identifies DW Boyd as the sole vendor with the necessary knowledge and access to technical documentation. DW Boyd is currently working on the USNS COMFORT's Regular Overhaul and Dry-docking under Work Item 0704 and performed the grooming that created the Condition Found Report leading to the parts requirements. The delivery date is specified as February 15, 2025. The memorandum lists 51 specific pieces of equipment requiring parts, including dishwashers, ice machines, refrigerators, freezers, cooking equipment and laundry machines, with their corresponding model numbers and serial numbers.

ii. Describe how the equipment must be compatible with the existing configuration.

Parts for the above units must fit without alteration, and must be formed to seamlessly work with the OEM equipment therefore must be OEM branded parts. A deviation from these

4 Ver 2.0 (01 June 2018) brands would require a trans-alteration request be processed. DW Boyd and The Source are two companies who are capable of supplying all parts required.

d. X OTHER:

Currently DW Boyd is the vendor who is working on the USNS COMFORT (T-AH 20) Regular Overhaul and Dry-docking that is currently in progress for Work Item 0704. DW Boyd is the sole vendor who has the knowledge of the parts that are required as not all material has part numbers nor data plates to provide full information to quote correct items. DW Boyd was the vendor who performed the grooming that created the Condition Found Report (CFR) that resulted in the parts listing that created this requirement. No other vendor would have the on hand knowledge, nor be on location with the vessel, to ensure correct material is procured to return both the Laundry and Galley systems to fully functioning. DW Boyd has access to all of the drawings, technical manuals, and data information for all the vendors listed above to ensure the proper parts are procured to return the Laundry and Galley to fully functional. Without the fully functioning Laundry and Galley the vessel cannot perform its mission in full. MSC does not have manufacturing and technical information required to evaluate and determine non-OEM brand name components for the laundry and galley equipment will suffice. Replacement parts offered cannot be evaluated to determine technical acceptability. MSC is request exact brand name items requested outlined above and listed within the solicitation for each part.

4. UNUSUAL AND COMPELLING URGENCY: The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits. Urgent requirements are supplies or services that will result in work stoppage, or are mission critical and the routine processing time would injure the Government. The determination that the procurement for the above is an urgent and compelling requirement is based on the following:

a. Date on which the requirement was identified:

b. Required delivery date / Period of Performance:

c. If the difference between a. and b. is more than one week, explain the delay in submitting the requirement.

d. Estimated production lead time:

e. Explanation of why delivery / commencement of services by the date required is needed: (explain the impact to the mission, any special circumstances or conditions, etc.)

f. CASREP Number:

IV. ANTICIPATED DOLLAR VALUE OF PROCURMENT:
