About this file
This Limited Source Justification (LSJ) document details a six-month extension of a Change Management (CM) and Knowledge Management (KM) task order for the Defense Logistics Agency-Transformation (DLA-DT). The extension, awarded to Deloitte Consulting LLP, will run from September 27, 2025, to March 26, 2026, under task order SP4704-24-F-0095. The purpose is to provide DLA-DT additional time to adapt to organizational changes, improve internal processes, and create a more informed and capable workforce, with a focus on digitalizing and automating existing processes to drive administrative and time savings.
The justification is based on FAR 8.405-6 guidelines, emphasizing economy and efficiency by extending the current contract with Deloitte, who has developed significant institutional knowledge of DLA's change management environment. Market research indicated that a new award with current market labor rates would be more costly than extending the existing contract. At the conclusion of this extension, DLA Transformation will have completed its requirement for Change Management services, with the work specifically involving analyzing existing processes and identifying automated digital solutions.

Limited Source Justification
(1) Identification of the agency and contracting activity:
Requiring Activity: Defense Logistics Agency-Transformation (DLA-DT) Contracting Activity: DLA Contracting Services Office – Richmond
(2) Nature and/or description of the action being approved:
In accordance with Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures.
Pursuant to Federal Acquisition Regulation (FAR) 8.405-6(c), this acquisition is conducted under the authority of the Multiple-Award Schedule Program (see FAR 8.401).
This requirement is for a six-month extension of the Change Management (CM) and Knowledge Management (KM) effort under task order SP4704-24-F-0095 issued against DLA Strategic Transformation and Enterprise Project Support (STEPS) Blanket Purchase Agreement (BPA) SP4704- 24-A-0007 to provide DLA-DT adequate time to the organizational changes DT has undergone.
With the 52.217-8 extension, DT desires to improve our internal processes and create a more informed and capable workforce, driving our mission forward with greater resilience, agility, and adaptability. At the conclusion of the 52.217-8 extension, DLA Transformation will have concluded its requirement for Change Management services. In the interest of economy and efficiency, the vendor, Deloitte Consulting LLP, CAGE 1TTG5, is the only source capable of providing the services required. The current period of performance (PoP) for this task order is set to end September 26, 2025.
(3) Description of the supplies or services required to meet the agency’s needs (including the estimated value):
Ongoing implementation of knowledge management systems aimed at eliminating inefficiencies, reducing frustration, and ensuring that critical information is always accessible. It will streamline operations, enhance stakeholder engagement, and support the Campaign for Adaptive Sustainment, aligning with our strategic goals. Improve our internal processes, creating a more informed capable workforce, driving our mission forward with greater resilience, agility, and adaptability.

involve an analysis of existing DLA Transformation processes and identifying automated solutions the vendor can provide to digitalize them. Automating solutions and digitizing solutions leads to administrative and time savings that benefits the governments.
(5) Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d):
The Contracting Officer determines the anticipated cost to the government will be fair and reasonable, and that the resulting order represents the best value to the government, by comparing proposed prices to historical prices paid for the same or similar supplies/services.
(6) Description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted:
Market Research was conducted via the
. The Market Research showed that a new award with the market labor rates would be more costly to the government than extending the current rates via a 52.217-8 extension. Given the short period of performance for this requirement and the professional and institutional knowledge the existing vendor has, the recommended best-value solution is to extend the current contract for six months.
Due to the pricing for the extension being a continuation of the current performance pricing, which was priced a year prior, it is unlikely lower rates could be obtained for this work. The marketplace will continue to be monitored for updated market research. Taking the above into consideration, market research indicated that the party most poised to be able to economically and efficiently complete this work is Deloitte; therefore, it is in the government’s best interest, considering economy and efficiency, to extend the PoP for the services provided by Deloitte under the current task order, not to exceed six months, in accordance with FAR clause 52.217-8.
(7) Other facts supporting the use of other than full and open competition:
Not applicable.
(8) Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
DLA does not plan to acquire this type of support in the future. If that were to change, the agency would conduct market research to ensure competitive opportunities are considered and utilized if practicable.
