About this file

This document is a Justification for Other Than Full and Open Competition (JOTFOC) for a lease renewal by the General Services Administration (GSA) Public Buildings Service Region 3. The GSA currently leases 32,150 ABOA/34,356 rentable square feet of office space in Stafford, Virginia for the Department of Justice under lease number GS-03P-LVA12232, which expires on January 20, 2026. The document justifies exercising a five-year renewal option without full competitive bidding.

The total annual rent for the renewal is $1,142,430.51, with a shell rate of $22.38 and operating rate of $10.87 per rentable square foot, resulting in an estimated total contract value of $5,603,320.50. Market research using CoStar showed local rental rates ranging from $25.50 to $29.50 per rentable square foot, while the proposed rate of $33.25 reflects unique security requirements. The GSA argues that relocating would incur significant move and replication costs, and no other local properties could satisfy the agency's specific space requirements. The lease contracting officer certifies that this renewal is in the government's best interest and that no other sources expressed interest in the acquisition.
