About this file
This document is a Justification for an Exception to Fair Opportunity (JEFO) for the Naval Air Systems Command (NAVAIR) regarding a P-8A engine maintenance and repair order. The document authorizes a sole-source modification to an existing Indefinite Delivery Indefinite Quantity Multiple Award Contract (IDIQ MAC) N0001924D0115 with Standard Aero (San Antonio) Inc. for an engineering investigation and maintenance services on a specific P-8A engine with Serial Number 362124.
The required services include an engineering investigation to evaluate corrosion coating, an induction test cell run to document engine performance baseline, incorporation of Technical Directives to update the engine configuration, and a core performance restoration to improve fuel efficiency, Exhaust Gas Temperature margin, and overall reliability. The total estimated value of the supplies and services is approximately $1,331,293.31. The modification is justified as a logical follow-on to the existing order, with NAVAIR citing cost efficiency and avoiding duplicative expenses of approximately $160,000 that would result from awarding to an alternate contractor.

IN REPLY REFER TO
JEFO Number: 25-0207
JUSTIFICATION FOR AN
EXCEPTION TO FAIR OPPORTUNITY
1. Contracting Activity.
Naval Air Systems Command (NAVAIR) Headquarters
2. Nature and/or Description of Action being Approved.
Pursuant to FAR 16.505(b)(2)(i)(C), this Justification for an Exception to Fair Opportunity
(JEFO) authorizes and approves the award of an order modification as a logical follow-on to existing Order N0001924F5036 under Indefinite Delivery Indefinite Quantity Multiple Award
Contract (IDIQ MAC) N0001924D0115 awarded to Standard Aero (San Antonio) Inc. (SASAI), TX, on 13 September 2024.
3. Description of the Supplies or Services Required to Meet the Agency’s Needs (including the estimated value).
The Maritime Patrol and Reconnaissance Aircraft program office (PMA-290) requires an engineering investigation (EI) on P-8A engine with Engine Serial Number (ESN) 362124
(hereafter referred to as engine ESN 362124). PMA-290 recently completed a SermeTel anti-corrosion coating effort on P-8A High Pressure Compressor (HPC) cases within P-8A engines.
This EI is required to determine if corrosion is found elsewhere on P-8A engines and how anti-corrosion coating should extend beyond the HPC case. In addition, PMA-290 requires an induction test cell run of engine ESN 362124 to document an incoming performance baseline of the engine which will then be used to compare against the performance data gathered at the outgoing test cell run that is performed at repair completion. In addition, PMA-290 requires the incorporation of Technical Directives (TDs) to bring the engine into the latest approved configuration and a core performance restoration to return the engine to its optimal condition which includes fuel improved efficiency, Exhaust Gas Temperature margin, and overall reliability.
The estimated total value of the supplies and services is approximately $1,331,293.31.
4. Identification of the Justification Rationale (see FAR 16.505(b)(2)) and, if applicable, a
Demonstration of the Proposed Contractor's Unique Qualifications to Provide the Required
Supply or Service.
Pursuant to FAR 16.505 (b)(2)(i)(C), the order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
As a result of P-8A Engine Depot Maintenance and Repair competitive Solicitation
N0001923R0094, SASAI was awarded one of two IDIQ MACs and concurrently awarded the
Year 1 Primary Awardee Order which is Order N0001924F5036. At initial award, the Order procured Phase-In/Stand Up activities and included Option Items of various P-8A engine depot maintenance and repair services for up to thirteen P-8A engines. To date, that Order procures engine depot maintenance and repair services for engine ESN 362124, including Engine
Induction, Minor Repair, and SermeTel coating. On 29 May 2025, engine ESN 362124 was inducted into SASAI’s facility located in Winnipeg, Manitoba, Canada. On 6 June 2025, SASAI delivered an Engine MRO Assessment Report for engine ESN 362124 detailing the results of the assessment, the inspection findings, and the recommended work scope to return the engine to
Ready for Issuance (RFI) condition. The Engine MRO Assessment Report identified the requirements for an EI to evaluate the status of the previously applied corrosion coating on the engine, an induction test cell run to determine the performance baseline of the engine being returned for repair, a core restoration, and TD incorporation to return the engines to RFI condition.
The requirements described in paragraph 3 above are a logical follow-on to the Order’s existing requirements as the engine is in an opportune state to effect the required evaluation, testing, and repairs. Additionally, to compete the fulfillment of the requirements described in paragraph 3 above and award to the other IDIQ MAC contractor would create duplicative costs to the
Government estimated at $160,000. After fulfilling all current depot maintenance and repair requirements for the engine, SASAI would be required to re-assemble the engine, and prepare and ship it from Winnipeg, Manitoba, Canada to other contractor’s Atlanta, GA facility. The other contractor would be required to induct the engine and perform inspection, inventory, and dismantling of the engine to access and assess the engine’s core. Also, to compete the additional tasking and award to the other contractor would result in an unacceptable delay of 3 to 6 months in fulfilling those requirements. Combining these requirements with existing requirements improves readiness, reduces cost and helps meet schedule requirements.
5. A Determination by the Contracting Officer that the Anticipated Cost to the
Government will be Fair and Reasonable.
The majority of the effort falls under the cognizance of the IDIQ Contract’s Core Performance
Restoration and TDs Incorporation Firm Fixed Price (FFP) CLINs. The FFP CLINs’ prices are in accordance with the corresponding IDIQ Contract CLINs’ prices, which were established under adequate competition. The remaining effort falls under the cognizance of the IDIQ Contract’s
Engineering Investigations Time-and-Materials (T&M) CLIN and the TDs Incorporation (T&M)
CLIN. Each T&M CLIN’s Labor Hour and Material rates are in accordance with the corresponding IDIQ Contract CLIN’s rates, which were established under adequate competition.
Based on the information provided and the FFP prices and T&M rates previously established under adequate competition, the Contracting Officer anticipates the costs to the Government will be fair and reasonable.
6. Any other Facts Supporting the Justification.
None
7. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any
Barriers that Led to the Exception to Fair Opportunity before any Subsequent Acquisition for the Supplies or Services is Made.
For the reasons set forth in Paragraph 4 above, NAVAIR has no plans at this time to offer fair opportunities on subsequent acquisitions of similar supplies or services.
