About this file
This is a Sole Source Justification and Approval document for a firm fixed-priced contract with Unison Virtual Acquisition Office (VAO), LLC for web-based subscription services. The Army Contracting Command - Redstone Arsenal (ACC-RSA) is procuring 800 subscriptions (later revised to 828 in the approval section) at a unit price of $297 each, for a total contract value of approximately $245,916. The subscriptions will be provided to 828 Army acquisition professionals, including 1102s, 1103s, and 1105 personnel, and will expire on August 11, 2026, with a start date of August 12, 2025.
VAO is a web-based, all-inclusive workforce development solution exclusively offered to federal agencies that provides acquisition professionals with access to on-demand continuing learning program (CLP) opportunities, research support, live webinars, publications, templates, checklists, and training curricula designed to enhance productivity and meet federal acquisition certification requirements. The justification emphasizes that no comparable resources or authorized distributors exist and references Procurement.Army.Mil (PAM) as a trusted extension that utilizes VAO resources. Market research considered a GSA Federal Supply Schedule Multiple Award Schedule contract offering VAO at significantly higher costs (approximately $698,479 for 800 users), which does not include the newly launched VAO Ally Artificial Intelligence tool that provides subscribers with vetted research and direct links to FAR, DFARS, and DoD policies. The procurement is exempt from synopsis requirements under FAR 13.501 as a simplified acquisition threshold purchase, and the contracting officer determined the cost fair and reasonable based on VAO's rate of measure (ROM).
