About this file
This is a Justification for Other Than Full and Open Competition under 10 U.S.C. § 3204(a)(1) for a foodservice prime vendor support contract.
The Defense Logistics Agency (DLA) Troop Support, Subsistence Supply Chain is seeking to award a bridge contract (SPE300-26-D-3009) for full-line food and beverage support to authorized DLA land-based customers in the Southern California region. The Indefinite-Delivery, Indefinite-Quantity contract with fixed pricing and Economic Price Adjustment will run from March 22, 2026, through February 6, 2027, providing a transition period to complete the competitive follow-on contract procurement. The estimated total dollar value of the bridge contract is $45,704,571.61, with a guaranteed minimum of $4,570,457.16 and a maximum of $137,113,714.84. The contract will be awarded to US FOODS INC dba US Foods – Los Angeles, the incumbent contractor who previously held SPE300-20-D-3266 (awarded April 20, 2020, for a five-year period expiring April 19, 2025) and the first bridge contract SPE300-25-D-3008 (awarded April 18, 2025, expiring March 21, 2026).
The justification invokes statutory authority under 10 U.S.C. § 3204(a)(1) based on the determination that only the current contractor can meet DLA's requirements within the required timeframe, and that award to any other source would result in unacceptable delays in fulfilling agency requirements and potentially cause an unacceptable break in supply. The contracting officer certifies that the anticipated cost is fair and reasonable. A SAM.gov notice will be published with full justification details made available for public inspection after award in accordance with Federal Acquisition Regulation requirements.
