About this file
This is a Justification and Approval (J&A) document for a non-competitive contract award under the "Only One Responsible Source" authority.
The Defense Health Agency (DHA), through its DHA Contracting Activity (DHACA) Research and Development-Contracts Group 2, is awarding a new Firm-Fixed Price contract to Diversified Laboratory Repair (DLR) to provide services supporting the Armed Forces Health Surveillance Division's operation and maintenance of the DoD Serum Repository. The contract has a base period of September 29, 2026 through September 28, 2027 valued at $836,676.84, with four one-year option periods valued at $919,796.84, $949,439.24, $980,267.34, and $1,012,328.56 respectively, for a total contract value of $4,698,508.83. DLR's specialized capabilities include repair and maintenance of laboratory equipment, 24/7 emergency support, calibration services, equipment relocation with temperature monitoring and documentation, and validation services including temperature mapping, Installation Qualification, Operating Qualification, and Performance Qualification using Standard Operating Procedures.
The Government determined DLR is the only responsible source capable of providing all required services due to highly specialized requirements for maintaining large-scale walk-in freezers and transporting sensitive bio-specimens, significantly limiting qualified local competitors. Market research completed in February 2026 reviewed the GSA Professional Services Schedule and bio-banking company websites without identifying viable alternative sources. A 15-day presolicitation notice posted to SAM.gov generated no responses. DLR has been the sole vendor proposing on this requirement for the past 10 years, and the previous award was competed as a small business set-aside with no other sources expressing interest. The Contracting Officer determined the anticipated cost is fair and reasonable based on comparison of the Independent Government Cost Estimate and marketplace pricing.

2. Nature and/or Description of Action being Approved: The purpose of this requirement is for a new Firm-Fixed Price contract with Diversified Laboratory Repair (DLR).
3. Description of Supplies/Services and Estimated Value: This award provides services in support of the AFHSD mission in operating and maintaining the DoD Serum Repository.
Period Period of Performance Estimated Value Base Period 29 Sept 2026-28 Sept 2027 $836,676.84 Option Period 1 29 Sept 2026-28 Sept 2027 $919,796.84 Option Period 2 29 Sept 2026-28 Sept 2027 $949,439.24 Option Period 3 29 Sept 2026-28 Sept 2027 $980,267.34 Option Period 4 29 Sept 2026-28 Sept 2027 $1,012,328.56
Total $4,698,508.83
4. Statutory Authority Permitting Other Than Full and Open Competition: RFO 6.103-1(b), Only One Responsible Source
5. Rationale Justifying Use of Authority Cited: Diversified Laboratory Repair (DLR) focuses on high quality services that are cost effective to their customers. With over ninety years of service to the scientific industry, their factory trained service technicians specialize in the repair and maintenance of laboratory equipment. DLR is available to provide around the clock to assist with equipment emergencies. DLR service engineers are able to offer calibration services for laboratory equipment. DLR is available to assist in the relocation of equipment and materials.
The temperature will be maintained and monitored throughout the relocation and documented to ensure the integrity of the samples. DLR is able to perform validation services on laboratory equipment. Utilizing instrumentation and existing Standard Operating Procedures (SOP), the

contractor can perform temperature mapping, Installation Qualification, Operating Qualification, and Performance Qualification. The Government has determined that the highly specialized requirements, particularly for maintaining large-scale walk-in freezers and transporting sensitive bio-specimens, significantly limit the number of qualified local companies and therefore, DLR is the only available source capable of providing all required services.
6. Efforts to Obtain Competition: A Presolicitation Notice was posted to SAM.gov for 15 days, no responses were received.
7. Actions to Increase Competition/Remove or Overcome any Barriers to Competition: The Government will continue to monitor the marketplace.
8. Market Research: Market research was completed in February 2026 by AFHSD. A review of the General Services Administration Professional Services Schedule was conducted and did not find any viable sources capable of providing the required services. The Government also explored websites of companies known for bio-banking services and no companies were found to meet the Governments requirements.
