About this file
This is a Justification and Approval (J&A) for Other Than Full and Open Competition issued by the Defense Logistics Agency (DLA) Contracting Service Office in Philadelphia.
DLA Information Operations seeks to acquire Pryze App Software support through a non-competitive procurement authorized under 10 U.S.C. 3204(a)(1) based on a single responsible source determination. The requirement is for continued support of the Pryze platform, a web-based employee engagement and behavior management solution designed to incentivize completion of mission-critical activities such as required trainings, compliance acknowledgments, and onboarding workflows. The solicitation will be issued as a Combined Synopsis/Solicitation-Request for Proposal (RFP) SP4701-26-R-0015 on www.SAM.gov as a firm fixed-price contract. The estimated dollar value is redacted, with pricing for the Base Year plus one optional Contract Line Item Number (CLIN). Pryze App Inc. (CAGE Code: 9SFA4, UEI: WC23CVLCYDU4) located in Gainesville, Virginia is the sole identified source capable of providing the required support due to the proprietary nature of the platform and the incumbent provider's technical knowledge, existing configurations, operational familiarity, and institutional knowledge. The J&A cites the need to avoid operational risks, system disruption, and the costs associated with migration to an alternative platform, emphasizing that Pryze possesses unique AI-powered automation, cross-system integration capabilities with ServiceNow, centralized reporting, and direct support from the original equipment manufacturer.

4. AN IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN FULL
AND OPEN COMPETITION
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204 (a)(1), as implemented by RFO 6.103-1 “Only one Responsible Source and no other supplies or services will satisfy agency requirements.” Pryze app support is a brand name product of Pryze App Inc. As the incumbent provider, Pryze App Inc. possesses the proprietary technical knowledge, platform capabilities, configurations experience, and operational familiarity necessary to provide continued support of the Government’s existing Pryze environment without disruption or reimplementation. Specific attributes of Pryze that are consistent with the Government’s requirements includes:
Purpose-built behavior and goal management: Pryze enables the Agency to define specific mission-related actions and goals—including required trainings, compliance acknowledgments, onboarding activities, and other designated behaviors—and track participation and completion through a centralized platform.
Automated recognition and incentive capabilities: Pryze connects completion of designated goals and activities to configurable recognition, points, and rewards. This allows the Agency to reinforce desired behaviors while reducing reliance on manual tracking, follow-up, and recognition processes.
Configurable goal structures: Pryze allows administrators to configure goals, participation criteria, point values, recognition, and other program elements around the Agency’s specific objectives rather than requiring the Agency to conform its processes to a standardized recognition program.
Cross-system integration capability: Pryze is designed to integrate with enterprise systems of record, including platforms such as ServiceNow, allowing qualifying actions occurring outside of Pryze to be incorporated into the Pryze engagement and recognition environment where configured.
Centralized measurement and reporting: Pryze provides administrators and leadership with visibility into participation, goal completion, engagement, and related program outcomes via proprietary graphs and frameworks, allowing the Agency to measure whether designated initiatives are producing the intended behaviors.
Support for distributed workforces: The web-based platform can support users across departments and work environments, including in-office, hybrid, and remote personnel, without requiring separate engagement programs for each population.
Existing Agency-specific environment and institutional knowledge: As the incumbent provider, Pryze has knowledge of the existing environment, configurations, workflows, implementation decisions, and Agency requirements associated with the current deployment. Continued use preserves that established environment and avoids the need to recreate configurations, processes, and institutional knowledge in a replacement platform.
Direct support from the platform provider: Pryze is provided and supported directly by Pryze App Inc.
There are no resellers of the Pryze platform. Accordingly, platform support, configuration, troubleshooting, and continued development can be addressed directly by the company responsible for the underlying solution.
These capabilities support the Government requirements by connecting Agency-defined activities and goals to measurable completion, recognition and incentives, and centralized reporting within the Pryze environment.
No other firm can provide this brand name product due to the proprietary nature of the support. Use of this brand name description in this acquisition is essential to the Government’s requirements, thereby precluding consideration of a product of another company. Furthermore, a brand name item peculiar to Pryze App Inc. is essential to the Government’s requirement without assuming unnecessary operational risks. The Agency requires the continuation of an existing, configured capability that connects Agency-defined goals and actions with tracking, recognition, incentives, and reporting within the established Pryze environment. Specifically, the Agency requires the ability to establish designated goals or actions, measure completion of those activities, associate completion with configurable recognition or incentives, and provide administrators with centralized visibility into participation and outcomes. These capabilities already exist within the Pryze platform and have been configured to support the Agency's use of the solution. Alternative employee engagement, recognition, or rewards products may provide portions of this functionality; however, a replacement would need to reproduce the combination of capabilities, configurations, workflows, and existing operational environment currently provided through Pryze. Where an alternative platform does not natively provide those capabilities in the required configuration, additional development, integration, configuration, testing, and implementation would be necessary. The limitation of alternative products therefore is not based solely on whether another product offers rewards, recognition, engagement, or goal-tracking features individually. The relevant distinction is whether an alternative can provide the required combination of capabilities in the Agency's existing operational configuration without redevelopment, migration, reconfiguration, additional integration work, or disruption to current operations. Replacing Pryze would require the Agency and an alternative provider to identify and recreate applicable workflows and configurations; establish or rebuild required integrations; migrate applicable program information and settings; validate goal, tracking, recognition, and reporting functionality; conduct security and technical reviews as required; perform testing and user acceptance activities; retrain administrators and users where necessary; and transition from the established environment to the replacement solution. By contrast, Pryze already possesses the technical and operational knowledge associated with the existing environment and can continue supporting the established solution without requiring the Agency to recreate that environment with a new provider. Transitioning from the existing Pryze environment to an alternative solution would introduce operational and implementation risks that are not present when continuing the incumbent solution. These risks include:
Interruption of existing functionality: A transition could temporarily interrupt access to existing goal-management, tracking, recognition, rewards, or reporting capabilities during migration, configuration, integration, and testing.
Loss or incomplete recreation of existing configurations: Agency-specific workflows, program settings, goal structures, recognition rules, and other configurations would need to be accurately documented and reproduced in another platform. Differences between platforms create a risk that existing functionality cannot be replicated exactly.
Integration redevelopment and validation: Existing or required connections between Pryze and Agency systems may need to be rebuilt for an alternative solution, introducing additional technical development, security review, testing, and troubleshooting.
Data and continuity risk: Migration to another platform may require the transfer, mapping, validation, or recreation of applicable program data and configurations, creating additional risk to continuity and historical reporting.
Additional implementation and testing requirements: A replacement platform would require configuration, integration testing, user acceptance testing, validation, and potentially additional security or technical reviews before it could reliably replace the existing environment.
User and administrator disruption: Transitioning to a new system would require administrators and potentially end users to learn new workflows and interfaces, which may temporarily reduce adoption, participation, and operational efficiency.
Schedule and mission impact: The cumulative time required for procurement transition, implementation, configuration, integration, testing, training, and deployment could delay the Agency's ability to maintain or expand existing initiatives supported by Pryze.
Loss of incumbent institutional knowledge: Pryze App Inc. already possesses knowledge of the existing platform environment, configurations, implementation history, and operational requirements. A replacement provider would need to develop that understanding during implementation, increasing transition time and execution risk.
Continued use of Pryze therefore mitigates these risks by maintaining the Agency’s existing environment, preserving established configurations and institutional knowledge, and allowing continued support and enhancement of current capabilities without requiring a replacement implementation. Pryze App Inc. is the only provider of the required Pryze support.
No other firm can provide this brand name product due to the proprietary nature of the support. Use of this brand name description in this acquisition is essential to the Government’s requirements, thereby precluding consideration of a product of another company. Furthermore, a brand name item peculiar to Pryze App Inc. is essential to the Government’s requirement because other products do not meet or cannot be modified to meet the Agency’s needs without assuming unnecessary operational risks. Pryze App Inc. is the only provider of the required Pryze support.
5. A DEMONSTATION THAT THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE
NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED:
Pryze is a web-based platform purpose-built to drive measurable behavior change by increasing completion rates of mission-critical actions such as required trainings, compliance acknowledgments, and onboarding workflows.
The platform is designed to operate seamlessly across departments and user types, supporting hybrid, in-office, and remote teams. Through a centralized and intuitive interface, Pryze enables administrators to define specific goals and track individual and collective progress toward those goals, without the need for manual follow-up or workflow disruption. This positions Pryze as a strategic tool to support DLA’s operational efficiency and modernization objectives. There are no resellers to the Pryze platform.
Unlike traditional engagement platforms or static recognition tools, Pryze leverages a proprietary AI-powered rules engine that detects when predefined goals are completed within or across existing systems of record. This includes integrations with platforms such as ServiceNow and other enterprise systems, allowing the Pryze platform to recognize user behavior in real time and award recognition, points, or rewards accordingly. The AI engine also identifies patterns in user engagement, surfacing insights that help leaders optimize participation, reduce attrition in training and onboarding pipelines, and improve compliance outcomes. This advanced automation, combined with cross-system tracking and real-time reporting, distinguishes Pryze from more limited or manual solutions. The Pryze platform’s ease of integration with DLA’s primary digital front-end, ServiceNow platform, along with the automated capabilities through Pryze’s AI engine are unique among other recognition and engagement platforms on the market and contribute significantly to the determination that Pryze best meets DLA’s requirements.
Pryze is built with scalability, configurability, and security in mind—essential qualities for supporting large agencies like the Defense Logistics Agency. Pryze’ platform has demonstrated success in high-compliance environments and is adaptable to a wide range of use cases and policy frameworks. By awarding this contract to Pryze, DLA would gain access to a proven, future-ready platform that facilitates performance management, enhances user accountability, and provides leadership with actionable data. Pryze offers a streamlined implementation process, flexible integration options, and ongoing support to ensure alignment with mission objectives and long-term success. Awarding this contract to Pryze means selecting a solution that is purpose-built for behavioral outcomes, future-ready with AI intelligence, and proven in high-compliance environments.
