About this file
This is a Justification and Approval (J&A) document for a contract capacity increase issued by the Department of the Navy's Naval Facilities Engineering Systems Command Atlantic (NAVFAC ATLANTIC) on April 9, 2026.
The document requests approval to increase the contract maximum not-to-exceed (NTE) amount on an existing Indefinite Quantity/Indefinite Delivery (IDIQ) contract for Geotechnical Engineering Services by $16 million, from $10 million to $26 million. Contract N6247022D0003 is awarded to GET Solutions, Inc., and covers A/E design and engineering services plus multi-discipline services within the NAVFAC Atlantic geographic area of responsibility. The contract was originally solicited as a full and open procurement with a five-year ordering period, currently in its fourth year with completion scheduled for June 15, 2027. The statutory authority cited is 10 U.S.C. 2304(c)(2), implemented by FAR 6.302-2 for Unusual and Compelling Urgency.
The rationale for the capacity increase addresses accelerated contract usage at a burn rate of 0.8, driven by multiple mission-critical projects in advanced planning and construction stages, including runway repairs at Barksdale AFB, airfield pavement services, seabee program support, and taxiway repair projects. Without additional capacity, the Navy faces risks including project delays, unplanned construction modifications, equipment demobilization, and potential mission impacts if damaged runways require shutdown. The Contracting Officer determined anticipated costs are fair and reasonable per FAR 15.404-1. A follow-on IDIQ contract with increased NTE amounts from $10 million to $26 million is planned for Quarter 4 FY27, upon which new task orders meeting specified requirements will be negotiated.
