J&A No. ML-21-55 30 July 2021

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity. Naval Facilities Engineering Systems Command, Mid-Atlantic, Public Works Department, Crane, Indiana

2. Description of the Action Being Approved. Award of a 6-month extension to Contract N4008516D2806, Refuse Collection/Disposal and Recycling Services at the Naval Support Activity Crane, Indiana and Glendora Test Facility, Sullivan, Indiana.

3. Description of Supplies/Services. The contractor shall provide all labor, supplies, materials, equipment, transportation, supervision and management required for all work specified for Management & Execution of Refuse Collection/Disposals and Recycling Services at NSA Crane.

This includes NSA, NSWC, NA VF AC, and Crane Almy Ammunition Activity (CAAA) facilities and refuse collection/disposal Glendora Test Facility at Sullivan, IN. The extension increases the duration of the contract by 6 months from 01 September 2021 to and including 28 Febrna1y 2022.

The total value of the contract is $3,312,477.50. This bridge action will increase the contract value by $341,600.00, which includes $141,600.00 for the recmTing services and an additional $200,000.00 for non-recmTing services. This action also includes up to six, one-month options.

The total value with all options is an estimated $683,200.00.

4. Statuto1y Authority Pe1mitting Other Than Full and Open Competition. 10 U.S.C. 2304(c)( l );

only one responsible source and no other supplies or services will satisfy agency requirements.

Contracting without providing for full and open competition under this acquisition may be accomplished pursuant to the authority of 10 U.S.C. 2304(c)(l ). The agency's need for these services are available from only one responsible source and no other types of supplies or services will satisfy the agency requirements.

5. Rationale Justifying Use of Cited Statuto1y Authority. The contract provides service for refuse collection/disposal and recycling at the Naval Suppo1i Activity, Crane, Indiana and Lake Glendora Facility, Sullivan, Indiana. This acquisition tool contains pre-priced line items for both routine recmTing refuse and recycling services as well as non-recmTing refuse and recycling services. The Public Works Depa1iment does not have in-house personnel or equipment to perfo1m these services. Without this contract, the Public Works Department does not have a method to provide the refuse and recycling services for the facilities. If the Navy does not mainta.in these services, it will create a health and safety issue. The lack of these services will severely and unacceptably degrade the Navy's mission readiness. Utilization of any other source
