About this file
This is a Justification for Other Than Full and Open Competition (CUI) filed by the Department of the Air Force's 772nd Enterprise Sourcing Squadron at JBSA-Kelly Annex, San Antonio, Texas, dated August 19, 2026.
The acquisition seeks a digital subscription to "Library Online Design," a commercial Software-as-Service (SaaS) program classified under PSC 7630 and NAICS code 516210 (Information Services), with a small business size standard of $47.0 million. The Department of the Air Force libraries require this subscription to obtain ready-to-go print and email templates for promoting collections, programs, and services. The required service must provide a comprehensive graphic design and promotional suite featuring customizable templates for event flyers, newsletters, social posts, bookmarks, shelf talkers, and website widgets that integrate with the existing DoD Libraries program, Novelist. The contractor must interface with all four Department of War service branch libraries and Military OneSource websites using industry-standard authentication methods, with Transport Layer Security (TLS) 1.3, HTTP Strict Transport Security (HSTS), and RSA 2048-bit website certification (SHA256withRSA) for security compliance. The Period of Performance includes a 12-month base period beginning September 30, 2026, through September 29, 2027, plus three optional 12-month extension periods through September 29, 2030. The estimated cost was derived from an Independent Government Estimate provided by the customer.
The justification identifies EBSCO Industries, Inc. (CAGE Code: 913W2; UEI: FCNUXYEM9AE9), located at 5724 Highway 280 E, Birmingham, Alabama 35242-6818, as the only responsible source capable of fulfilling this requirement under the statutory authority of 10 U.S.C. 3204(a)(1). The acquisition is classified as "Large Business." A Sources Sought Notice posted on SAM.gov on July 22, 2026, for seven days resulted in only EBSCO Industries expressing interest. The justification documents that EBSCO's Library Online Design database is proprietary and specifically designed for libraries, offering integration with existing library tools such as Novelist and no other comparable services provide equivalent functionality. EBSCO Information Services confirmed that no authorized resellers or distributors exist for this product. The Contracting Office committed to continuing market surveillance through Sources Sought Notices, professional conferences, vendor demonstrations, and new publication reviews to identify potential competitors in future acquisitions.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
772nd Enterprise Sourcing Squadron JBSA-Kelly Annex, San Antonio, TX
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
The 772d Enterprise Sourcing Squadron is seeking a digital subscription to "Library Online Design," which is a commercial Software-as-a-Service (SaaS) program. This acquisition falls under PSC 7630 for newspapers and periodicals, and maps to NAICS code 516210 (Information Services), which carries an established small business size standard of $47.0 M. The DoW libraries require this subscription to obtain ready-to-go print and email templates that allow staff to easily promote their collections, programs, and services. The program must provide a comprehensive graphic design and promotional suite, featuring templates that can be used as-is or customized by individual libraries to create event flyers, newsletters, social posts, bookmarks, shelf talkers, and website widgets. These services are designed to easily engage readers and integrate with the existing DoD Libraries program, Novelist, to expand DAF Library promotion and increase overall library usage.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The content for this requirement must be able to provide digital platform resources, specialized authentication, and secure connection protocols to support DoW library program engagement and ensure service members and their families can easily utilize these collections. This is a commercial product acquired under FAR Part 12 and does not constitute a military-unique requirement, although it features specialized security and authentication protocols.
Specifically, the contractor must interface with all four DoW service branch libraries and Military OneSource websites using industry-standard authentication methods to ensure only eligible active duty users, dependents, and retirees can access resources. Additionally, the vendor must provide the DAFL-VCL office with a test username and password to verify product compliance.
The security between the website and the server must utilize Transport Layer Security (TLS) 1.3. They must have HTTP Strict Transport Security (HSTS) with long duration deployed on the servers to mitigate/prevent man-in-the-middle attacks.
Website certification should be RSA 2048-bits (SHA256withRSA). If this requirement is not fulfilled, DoW libraries will experience a severe decrease in library program engagement, underutilized collections, and a failure to easily communicate library resources to service members and their families.
Period of Performance & Estimated Cost This requirement will include a 12-month base period plus three (3) 12-month option periods to extend performance. Period of Performance (PoP):
Base Year: 30 September 2026 - 29 September 2027
Option Year 1: 30 September 2027 - 29 September 2028
Option Year 2: 30 September 2028 - 29 September 2029
Option Year 3: 30 September 2029 - 29 September 2030
The estimate was derived from the Independent Government Estimate provided from the customer.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
RFO 12.201-2, Other procedures - 10 U.S.C. 3204(a)(1)

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
Based on extensive market research, EBSCO Industries, Inc is the only known vendor capable of meeting this requirement.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
For the current Library Online Design subscription (FA805223P0045) - a Sources Sought Notice (SSN) was posted on SAM.gov, with only one capable offerer responding. Int he future, the Contracting Office will continue posting SSN's to survey the market to determine if there are any viable vendors capable of fulfilling this requirement. The result of the market research will dictate the acquisition strategy.
At this moment, OverDrive, Inc states: "EBSCO Information Services is the sole source provider of , a proprietary product that can only be sold by EBSCO."
AFSVC/VCL will continue to survey the market for vendors to obtain competition through publishers' advertisements, annual professional conferences, vendor demonstrations, customer suggestions and new publication reviews in conducting its survey.
