About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) for a sole source acquisition under RFO 12.201-1 Simplified Procedures authority.
The Department of Air Force Libraries (DAFL) requires a Hoopla digital media content subscription from Midwest Tape, LLC (CAGE code: 57CE3, UEI: H73MENLFCSE4) to fulfill an expiring contract (FA805224P0002). The contract is structured as a 12-month base period plus two option years on a Firm Fixed Price basis. The performance periods are: CLIN 0001 from 8 August 2026 through 7 August 2027; CLIN 1001 from 8 August 2027 through 7 August 2028; and CLIN 2001 from 8 August 2028 through 7 August 2029. The Hoopla platform provides digital access to movies, TV shows, music, e-books, comics, and audiobooks with a limit of seven checkouts per month per registered user. The subscription supports the DAFL mission outlined in DoDI 1015.10 to provide information resources, professional development materials, and morale and welfare resources to military personnel globally, including in areas with low or no internet access. Midwest Tape Hoopla is justified as a sole source because it holds exclusive legal copyright to the Hoopla content collection and is the only known source capable of meeting the requirement. A Sources Sought Notice (FA80522605222026) was published on SAM.gov on 22 May 2026 with a response due date of 5 June 2026, which generated no viable competing offers. The contracting activity is the 772nd Enterprise Sourcing Squadron located at JBSA-Kelly Annex, San Antonio, Texas. The acquisition value falls within the $10M or less category. Pricing was derived from an Independent Government Estimate provided by the customer. Actions to overcome barriers to competition include continued market surveillance through publisher advertisements, customer suggestions, and periodic sources sought notices to identify alternative vendors for digital library media subscriptions.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
772nd Enterprise Sourcing Squadron JBSA-Kelly Annex, San Antonio, TX
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
The Department of Air Force Libraries (DAFL) has a requirement for Hoopla Subscription. Hoopla subscription is for content points for DAFL libraries for the Hoopla platform with Midwest Tape, LLC. This will be a new contract to fulfill the expiring contract FA805224P0002, which will be a Firm Fixed Price (FFP) contract. The purpose of this action is a sole source contract to Midwest Tape, LLC, CAGE code: 57CE3, UEI: H73MENLFCSE4.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The mission of Department of the AF Libraries (DAFL) is outlined in DoDI 1015.10, Military Morale, Welfare, and Recreation Programs, stating DoD Libraries will provide information resources and services required to accomplish the mission. The DAF Libraries support military personnel assigned to contingency operations, remote sites, and military missions IAW DoDI 1015.10. The program provides professional military and voluntary education programs materials and services. Libraries also provide facilities, resources, and services to enhance the quality of life, regeneration, and resiliency for authorized customers. These resources relate to various overarching goals of the DAF such as recreation, physical wellness, emotional resiliency, and educational pursuits.
To meet these needs, the DAF libraries must procure resources that can be accessed globally, including in areas with low or no internet access, and provide the below stated requirements. These resources need to include access to quality of life resources. The Midwest Tape Hoopla content is a vital leisure tool for DAF personnel. Midwest Tape Hoopla is important to service personnel and library staff for having the ability to provide instant access digital collection that can be streamed or downloaded with no waiting. This subscription must be firm-fixed pricing so there is no increase when new titles are accessed and may limit the number of digital downloads per week/month per registered user. The Midwest Tape Hoopla digital collection provides information that supports professional development, education and enhances quality of life for DAF personnel.
DAFL currently owns content on the platform and needs to expand the amount of content throughout the year to meet Airmen/Guardian requests.
The proposed effort covered by this individual J&A is for a 12-month subscription plus 2 Option Years to Midwest Tape Hoopla for DAF Libraries.

AFSVC/VCL will keep an open dialog with the users/patrons and evaluate statistics to determine the necessity to use this resource to supplement its collection of subscriptions.
