About this file
This document is a Justification and Approval (J&A) for Other than Full and Open Competition for the Defense Health Agency (DHA). The government intends to award a sole-source, firm fixed-price contract to Aderas, Inc. for renewal of the Cayuse integrated Research Information Software (iRIS) enterprise software licenses and associated Tier III Information Technology maintenance and support services for the Electronic Institutional Review Board (EIRB) program. The total contract value is $13,739,985.58, covering a base period from 3 September 2025 through 2 September 2026 and four 12-month option periods through 2 September 2030, with funding from Fiscal Year 2025 Operations and Maintenance (O&M) funds.
The EIRB is the DoD-approved enterprise system for managing research review and oversight processes, serving nearly 18,500 users across 200 DoD research sites. The system automates processes including human subjects research, animal care committees, biosafety, radiation safety, and various regulatory reviews. Aderas, Inc. is the current incumbent and has an exclusive partnership with Cayuse, making them the only authorized reseller for Tier III support for the iRIS COTS software. Market research was conducted, and a Request for Information (RFI) posted in February 2025 yielded five responses, with only one company demonstrating sufficient capability to support the specialized software requirements.
