Justification and Approval (J&A) for Other Than Full and Open Competition

This is a Justification and Approval (J&A) document (J&A Number JA-2026-04-1337) authorizing a non-competitive modification to increase the ceiling value of an existing Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Transportation Security Administration (TSA), through its Security Capabilities (SC) division, seeks to increase the ceiling of contract 70T04021D7672N003 with Leidos, Inc. by $150 million, from $470.7 million to $620.7 million. The contract provides Checkpoint Screening Equipment Deployment Services (SEDS) covering shipping, rigging, installation, relocation, and decommissioning of checkpoint screening equipment and peripherals at airports and other government locations throughout the United States and potentially internationally. The contract type is hybrid (Firm Fixed Price, Firm Fixed Unit Price, Time and Materials, Cost). The current total funded value as of May 4, 2026 is $267.5 million, with planned requirements of approximately $351 million to be awarded in the current fiscal year, necessitating the ceiling increase.

The justification for non-competitive award cites 41 U.S.C. § 3304(a)(1) under FAR Subpart 6.103-1, asserting that only Leidos possesses the necessary operational knowledge, vetted personnel resources, and airport contacts to execute rapid large-scale checkpoint technology deployment within the required timeframe. TSA must award this work before the end of Fiscal Year 2026 to support modernization of Category X and I airports with Computed Tomography (CT) X-Rays and Advanced Imaging Technology (AIT), meet increasing passenger volumes, and support FIFA and Olympic Games deployments. A notice of intent to sole source was posted on May 20, 2026, with no responses received. The Contracting Officer will negotiate fair and reasonable Fixed Unit Pricing at both the modification and task order levels. A follow-on competitive IDIQ contract is expected to be awarded in the first quarter of fiscal year 2027. Contractor: Leidos, Inc., 1750 Presidents Street, Reston, VA 20190. The document was approved on June 10, 2026.

J&A Number JA-2026-04-1337 potential of One Big Beautiful Bill 3 (OB3) funding to modernize 63 Category I airports with CTs and AITs.

The follow-on IDIQ contract will not be awarded until early fiscal year 2027, with task orders to be solicited and awarded after that. This modernization work needs to be awarded before the end of Fiscal Year 2026 to meet rapidly increasing passenger volumes, support upcoming international events such as FIFA and the Olympics, as well as

. Therefore, this work cannot wait to be awarded as a task order under the new follow-on IDIQ contract. Leidos is the only checkpoint deployment contractor who currently has a contract in place and a qualified team ready to support these efforts. Leidos is uniquely positioned to rapidly respond and execute this requirement. In FY25, Leidos installed 110 AITs and 36 CTs within less than eight months. They have the historical knowledge, airport contacts, designers, and engineers to be able to meet the requirement within the needed timeline. When TSA awarded the IDIQ in 2021, TSA set a ceiling value of $470,700,000.00. This ceiling was based on historical and known work as of 2019. Modernization of all Category X and I airports was not a known priority at the onset of the SEDS contract development. It is only in FY26 that modernization efforts became a Presidential, Congressional, and DHS priority. TSA must increase the SEDS ceiling value to meet the goals and timelines as outlined by the TSA Administrator to Congress. Therefore, the ceiling value IDIQ needs to be increased by $150M to allow for the task orders to be awarded within the IDIQ ceiling. Without this approval, TSA will not be able to meet the DHS and TSA mandate to expedite Category X airports modernizations.

6. Description of Efforts Made to Ensure that Offers Are Solicited from as Many Potential Sources as is Practicable.

A notice of intent to sole source was posted to SAM.gov on 5/20/2026. To date, no responses have been received.

7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable.

The Contracting Officer will negotiate new Fixed Unit Pricing for these checkpoint screening deployment services modernization requirements and will ensure that prices are fair and reasonable. Additionally, a fair and reasonable evaluation of all proposed prices/costs will be negotiated at the task order level.

8. Description of Market Research.

The informal market research conducted by SC for this effort shows that there are no other known contractors who can support the work associated with this IDIQ increase in the timeframe required. Only the current Leidos has the necessary operational knowledge, vetted personnel resources, and airport contacts to complete a rapid large scale checkpoint technology deployment.

J&A Number JA-2026-04-1337

For the follow-on competition, TSA posted a detailed RFI on October 17, 2024, via SAM.gov, with responses received by November 7, 2024. TSA received a total of 5 responses.

9. Any Other Facts Supporting the Use of Other Than Full and Open Competition.

The proposed contract action will be used to satisfy TSA’s mission until the follow-on contract can be awarded. It is imperative that there is no lapse in service. This contract supports deployment services in support of FIFA, Olympics, and the TSA Modernization Capital Investment Plan (CIP). This includes the deployment of CT, Next Generation Liquid and Powder Scanners, Credential Authenticated Technology (CAT) Remediation Sites, and Next Generation Advanced Imaging Technology (AIT) Technology. The Category X modernization mandate necessitates TSA to rapidly procure deployment services this fiscal year. SC has been tasked to deploy CTs, AITs, and BRTs.

Site surveys, designs, and infrastructure changes need to occur as soon as possible to ensure swift deployment and installation of these mission critical technologies.

10. A Listing of the Sources, if Any That Expressed, in Writing, an Interest in the Acquisition.

None

11. A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required.

None. The RFP for the follow-on competition is currently posted on SAM.gov with proposals due in June 2026. TSA expects to award the follow-on IDIQ contract by the first quarter of fiscal year 2027.
