THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

This sole-source acquisition is for the Mobile Paint Booth from Clayton Associates, INC., the only vendor found to have the required (1) C1-PB-234012-S Mobile Layup Booth (22' x 40') with proper climate control capabilities due to lay up work utilizing adhesives. The enclosure will serve as a temporary clean room/composite layup room inside ALC Hangar 75 to maintain operational continuity for SRR MH-65 PDM composite repair operations during composite shop rehabilitation.

The specific 22' x 40' footprint maximizes interior clear workspace for MH-65 structural components while conforming to interior floor boundaries and clearance lanes in Hangar 75. The C1-PB-234012-S model configuration has been reviewed and formally approved via ALC BOD-1 request by Base FED (Facilities Engineering Division) and SEHO (Safety and Environmental Health Office). Introducing an alternative unvetted model would invalidate existing safety approvals and cause critical depot maintenance stoppages. This Mobile Layup Booth provides an immediate, climate controlled clean-room required for sensitive composite layups and coatings during the MH-65/MH-60 PDM shop rehab. Market research evaluated alternative portable containment booths. Alternative commercial systems do not match the specific physical parameters or comply with the current safety baseline established.

The solicitation and resulting purchase order will require all materials delivered to have clear, documented traceability to the OEM and a completed Certificate of Conformance, certifying compliance with this contract condition, in accordance with FAR clause 52.246-15, Certificate of Conformance, which will be incorporated.
