About this file

This is a Single Source Justification (Simplified Acquisition) document submitted by the 30th Contracting Squadron for repair services on a John Deere 670G Grader. The contracting activity seeks to remove a malfunctioning John Deere Power Tech PSS 9.0L 6-cylinder engine and replace it with a re-manufactured or rebuilt equivalent. The contractor must employ factory-trained and certified mechanics, use Original Equipment Manufacturer (OEM) parts exclusively, reprogram the Engine Control Module (ECM), and conduct functional testing to return the vehicle to mission-ready and road-worthy status within a 45-day performance period from contract award.

The justification for single-source procurement is based on John Deere's requirement that only certified dealer locations perform maintenance and repairs to maintain warranty compliance and operational integrity. Coastline Equipment has been identified as the sole source reasonably available to meet the requirement, possessing exclusive access to proprietary parts, technical manuals, and specialized tools. Market research confirmed this determination through phone contacts with two other John Deere authorized dealers—Kern Machinery, Inc. and Cal-Coast Machinery, Inc.—both of which confirmed that Coastline Equipment is the only vendor equipped to perform the required repairs. The contracting officer, Jacob Baca (SSgt/E-5), determined on April 3, 2026, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. The justification also outlines mitigation steps for future acquisitions, including regular market research, engagement with manufacturers to expand certification opportunities, and long-term acquisition planning to reduce dependency on proprietary solutions.

Contracting Activity: 30th Contracting Squadron

Project/Program Name: 30 LRS 670G Grader Engine Replacement

Purchase Request / Local ID Number:

Estimated Contract Cost (including Options): $

The purpose of this acquisition is to remove a malfunctioning John Deere Power Tech PSS 9.0L 6-cylinder engine from the existing grader and replace it with a re-manufactured or rebuilt equivalent. The vehicle will be transported via GOV low-boy trailer to the vendor's certified repair shop.

The offeror's mechanics must be factory-trained and certified by the manufacturer with expertise in maintaining, servicing, and rebuilding the specified engine. All repairs must use Original Equipment Manufacturer (OEM) parts.

Following the replacement, the contractor will be responsible for reprogramming the Engine Control Module (ECM) and conducting functional testing to ensure the vehicle is returned to a mission-ready and road-worthy status. The performance period for this requirement will not exceed 45 days from the date of contract award.

The requirement is for repair services for a John Deere 670 G Grader Engine, which must be performed by manufacturer-certified dealer locations to maintain warranty compliance, ensure operational reliability, and adhere to technical specifications. John Deere mandates that only certified dealers perform maintenance and repairs to preserve the warranty and operational integrity of the equipment. These certified dealers possess unique technical expertise, proprietary tools, and access to manufacturer-authorized parts, which are not available to 3rd party providers. Market research confirmed that only one manufacturer-certified dealer location meets this requirement, as alternative providers lack the necessary certifications, tools, and access to proprietary resources. Procuring services from 3rd party providers would result in voiding the warranty, increased risk of system failures, and higher long-term costs, negatively affecting the agency’s mission. Under the authority of RFO 6.103-1, this justification is submitted to limit competition to manufacturer-certified dealer locations.

As part of market research, two other dealer locations(Kern Machinery, Inc and Cal-Coast Machinery, Inc) authorized by John Deere were contacted by phone to determine their capability to meet the requirement for repair services on John Deere 670 G Grader. Both dealers confirmed that Coastline Equipment is the only vendor authorized and equipped to perform the required repairs. They indicated that Coastline Equipment has exclusive access to the proprietary parts, technical manuals, and specialized tools necessary for the repairs and that no other vendors, including themselves, are capable of fully meeting the government’s requirement for this equipment. This further confirms that Coastline Equipment is the sole source reasonably available to meet the government’s needs.

Current John Deere 670 G grader was originally purchased in 2020. To reduce reliance on single source or brand name requirements in the future, the agency will conduct regular market research to identify alternative providers and encourage

Section F: Contracting Officer's Determination competition by working with manufacturers to expand certification opportunities to additional vendors. The agency will evaluate whether technical requirements can be adjusted to allow broader competition while maintaining performance standards and will engage manufacturers to explore potential modifications to warranty terms that could permit non-certified vendors without voiding coverage. Additionally, the agency will incorporate long-term acquisition planning to identify and mitigate single source constraints early, ensuring competitive solutions are considered for future requirements. These steps aim to foster competition and reduce dependency on proprietary solutions while meeting mission needs effectively.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
