About this file

This is a Justification for Other than Full and Open Competition (J&A) document for a seven-month contract extension for contractor-owned, contractor-operated (COCO) fuel services at United States Army Garrison Fort Bragg, North Carolina.

The Defense Logistics Agency (DLA) Energy is seeking to extend contract SP0600-98-D-5880 with incumbent contractor TRC Government Services, LLC from October 1, 2027 through April 17, 2028. The contract covers fuel storage, dispensing, operation, maintenance, and management services at three COCO facilities: a facility in the 82nd Airborne Division area, an alternative fuels facility adjacent to the 82nd Airborne Division, and the Material Management Division facility. The extension totals $267,103.34 and will be funded through defense working capital funds. The original contract was competitively awarded on April 17, 1998 to Wilbros Engineers, Inc., and was later novated to TRC Government Services, LLC on January 3, 2017. The contract's current performance period expires September 30, 2027.

The justification cites 10 U.S.C. § 3204(a)(1) and FAR 6.302-1(a)(2) (One Responsible Source) as authority for the non-competitive award. DLA Energy posted an Intent to Sole Source Synopsis to SAM.gov from November 25, 2025 through December 15, 2025, which elicited three responses. All three respondents were determined to lack sufficient fuel service experience and could not meet performance standards within the required timeframe. The contracting officer determined that TRC possesses the only retail fuel facilities on Fort Bragg and is the sole responsible source capable of providing uninterrupted fuel services without substantial duplication of costs or delays. A new contractor would require preparation time to acquire infrastructure, permits, and trained personnel, risking mission-critical service gaps. The price for the extension is expected to remain consistent with the current monthly usage charge. Award is anticipated in November 2026, with a follow-on competitive solicitation (SPE603-26-R-0526) expected to be available via SAM.gov.

Justification for Other Than Full and Open Competition (Contd) (SP0600-98-D-5880 TRC Government Services, LLC.)

5. Demonstration that the proposed contractors unique qualifications or the nature of the acquisition requires using the authority cited (FAR 6.303-2(b)(5)):

This action is required to ensure the uninterpreted performance of critical performance-based fuel services at Fort Bragg in North Carolina as all military operations, training, and readiness rely heavily on fuel support. The fuel facilities owned by TRC are the only retail fuel facilities on Fort Bragg; and TRC currently possesses the facilities, equipment, and personnel to sustain the services during the seven-month extension. A new contractor would need preparation time prior to beginning performance to acquire the infrastructure and permits and be willing to obtain all associated risks of the facilities and any environmental concerns to fulfil the contract.

Furthermore, a new contractor would require time to develop and implement operations, training plans and time to train personnel.

The TRC-owned fuel facilities must be removed and the real property restored upon expiration or termination of the contract on September 30, 2027, in accordance with both the contract, and the real property lease. By maximizing the value of existing site planning of the three TRC COCO sites, the Government will significantly reduce the duplication of costs. For a successful transition, the old contract and any new contract must overlap approximately 18 months, which is impossible on the same property footprint. Until another retail fuel facility is constructed and placed into operation, the TRC-owned fuel facilities cannot be taken offline and decommissioned without causing significant damage to military operations and readiness. No other contractor can provide these services using the TRC-owned facilities which will not be present once their contract and lease expire, nor can this service be provided without approved land which due to the Army delays will not be available in time to prevent a lapse in fuel support for the installation. As such and in accordance with 6.302-1(a)(2) , TRC is currently the only known responsible source with the ability to meet the agencys requirements without substantial duplication of costs or delays in obtaining services.

6. Description of the efforts made to ensure that offers are/were solicited from as many potential sources as is/was practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies (FAR 6.303-2(b)(6)):

An Intent to Sole Source Synopsis was posted to the System for Award Management (SAM.gov) in an effort to ensure potential offerors were notified of this non-competitive action and to give potential offerors an opportunity to demonstrate their capabilities. The synopsis was posted from November 25, 2025 through December 15, 2025 and elicited three responses. See Section 10 for details. The services sought are highly specialized and available only from the incumbent while a full and open competitive follow-on is solicited. The incumbent is already providing these services, and transitioning to a new contractor would risk a break in service that could disrupt the mission. The incumbent has the necessary workforce and infrastructure in place, with the personnel already trained and prepared to handle the operations. A new contractor would face significant delays in acquiring the necessary infrastructure, permits, and training personnel, which would lead to a gap in services. Any interruption in these services would result in mission failure, and as such, the agency cannot afford the liability associated with bringing in a new
