DEFENSE LOGISTICS AGENCY

DLA CONTRACTING SERVICES OFFICE PHILADELPHIA

700 ROBBINS AVENUE

PHILADELPHIA, PENNSYLVANIA 19111-5092

JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY

Upon the basis of the following justification, I hereby approve the issuance of the contractual action described below using an exception to fair opportunity, pursuant to the authority cited herein.

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY:

Agency Requiring Activity:

U.S. Army Combat Readiness Center Bldg 4905, Ruf Avenue Fort Rucker, AL 36362

Contracting Activity:

Defense Logistics Agency Contracting Services Office- Philadelphia 700 Robbins Avenue Philadelphia, PA 19111-5092

2. NATURE AND DESCRIPTION OF THE ACTION BEING APPROVED:

Pursuant to FAR 16.505(b)(2)(i)(B), the action being approved is an exception to the fair opportunity process. This justification authorizes the use of other than full and open competition to award a firm-fixed price task order for the Rollout and Stabilization of the Army Safety Management Information System (ASMIS 2.0).

3. DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEED/ESTIMATED DOLLAR AMOUNT:

This task order requires contractor support services for the integration, stabilization, and capability upgrades required for full rollout of the new Army Safety Management Information System (ASMIS 2.0), which will provide critical mission support to the U.S. Army Combat Readiness Center (USACRC) at Fort Rucker, Alabama. As a Field Operating Agency of the Department of the Army, the USACRC serves as the single source of safety and occupational health information for Soldiers, DA Civilians, and contractor employees worldwide.

Once fully integrated, ASMIS 2.0 will be the centralized system responsible for reporting, recording, and tracking the following Army Safety elements:

A01 - Safety and Occupational Health (SOH) Program Management A02 - Audits, Assessment, inspections & surveys A03 - Mishap & near miss reporting A04 - SOH training and education A05 - Analytics and Business Intelligence

The ASMIS 2.0 family of systems is a custom implementation of the Web Compliance Assessment System (WEBCASS) designed and owned by Plateau Software. The ASMIS 2.0 family of systems is being development and deployed incrementally. Under the proposed work effort, action by Plateau Software is required to complete the rollout and ensure the interoperability of the A02 Inspections, Surveys and Assessments, A03 Mishap and Near Miss Reporting, and A05 Hazards Management modules.

This will be a firm-fixed price task order with a 12-month base period of performance from May 14, 2021 through May 13, 2022 and two 12-month option periods from May 14, 2022 through May 13, 2023, and May 14, 2023 through May 14, 2024.

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY (SEE FAR

16.505(b)(2)) AND THE SUPPORTING RATIONALE, INCLUDING A

DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF

THE EXCEPTION CITED:

Per FAR 16.505(b)(2)(i)(B), an exception to the fair opportunity process is justified because only one awardee is capable of providing the services required at the level of quality required because the services are unique and highly specialized. The ASMIS 2.0 is framework of interconnected modules built upon the WEBCASS platform. WEBCASS is a proprietary program designed by Plateau Software Inc. which is currently in use across numerous DoD agencies. For ASMIS 2.0, the WEBCASS platform was specifically customized and configured to meet the emerging needs of the Army Safety program. Plateau Software Inc. has sole ownership of the WEBCASS platform and the source code used in its development and is the only source capable of rollout and integration of the new ASMIS 2.0 modules.

As part of the USACRC’s incremental development and deployment plan, the core ASMIS 2.0 modules required for system operation (A02, A03, and A05) have been developed, tested, and deployed individually. A02 and A03 are currently ready and awaiting integration while A05 will be complete by early June 2021. The ASMIS 2.0 platform has now reached the critical mass required for rollout of the core modules and activation of the platform for USACRC day-to-day operations, tracking, and reporting. Plateau Software is the only contractor that can complete this rollout and activation.

Since Plateau Software developed the core modules and owns the underlying WEBCASS platform, they are instrumental to successful rollout and integration of the ASMIS 2.0 platform.

Integration requires interlinking the modules through the WEBCASS backend and also through the servers, networks, and AV systems on-site at the USACRC. USACRC personnel will also require training and help desk support for the new modules which can only be provided by the module designer while the system is going through rollout. Awarding the rollout and stabilization effort to another contractor would be unreasonably prohibitive as Plateau Software owns the WEBCASS platform. Furthermore, Plateau’s expertise is also required to develop and deploy the A01 Safety Program Management and A04 Safety Training Modules in FY 23 and FY24. The ASMIS 2.0 will remain functional but incomplete until the A01 and A04 have been integrated into the overall system.

Support for the government owned system, ASMIS-R, which preceded ASMIS 2.0 is scheduled to sunset on 13 May 2021. Without Plateau’s support, the USACRC will find themselves in an extraordinary position of having no Safety and Occupational Health (SOH) central database system operationally capable of tracking, reporting, and auditing safety incidents and occupation health data across the entire U.S. Army to include the Reserves and National Guard Commands.

The inability to conduct tracking, reporting, and auditing would disrupt the Army’s ability to meet regulatory requirements and increase the risk of loss incidents:

Audits, assessments, inspections & surveys are a core component of loss prevention within the arena of Safety and Occupational Health across a wide range of Army activities. Failure to roll out ASMIS 2.0 would significantly slow the scheduling, tracking, reporting, and analysis of these critical preventative activities. USACRC requires real time ability to certify compliance with DOD and federal regulations.

The ability to report mishap & near misses through a centralized database would be lost. Reporting would be handicapped as non-centralized backup systems such as e-mail are used to send and receive safety reports from the field. This would create a reporting bottleneck as labor hours are expended to manually record data in a backup system such as MS Excel. Loss of a centralized system would significantly reduce the Army’s ability to sort, analyze, and aggregate safety incident information at the Department and Command levels. The inability to efficiently identify and address safety incident trends increases the risk of accidents and life-safety incidents across the force. This includes the tracking of adverse effects caused by the COVID-19 vaccinations being issued to soldiers and Army civilians.

The Risk Assessment Matrix is an integral feature used in the Army Hazard Management program.

ASMIS 2.0 and features a centralized tool which allows field users to calculate activity risks and mitigations measures. This feature also allows the USACRC to seamlessly record, track, and analyze activity risk across the entire force. Furthermore, when a loss incident occurs, the USACRC can check back across the matrix which was produced for that activity and make necessary adjustments to the tool to help identify and prevent similar loss incidents. The ability to quickly address hazards is a critical component of Army Safety. This component will be significantly reduced if access to the centralized ASMIS 2.0 tool is lost.

ASMIS 2.0 is integral to the Army’s mission of modernization and loss prevention relating to Safety and Occupational Health incidents. It is imperative that full vendor-provided support continue without interruption throughout the rollout and integration period of ASMIS 2.0.

Plateau Software has been in production serving DoD stakeholders for over 12 years and currently supports several DoD commands with the platforms built upon the WEBCASS framework. Supported commands include Installation Management Command, Army Materiel Command, Army Reserve Command, Army National Guard, and Air National Guard.

As discussed above, it is critical that Plateau Software’s services be secured to rollout, integrate, and stabilize the core modules required to bring ASMIS 2.0 online. Plateau Software is the only source capable of providing the required services due to both the proprietary nature of the WEBCASS platform and the unique and highly specialized nature of the support services required.

5. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:

As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable. It is anticipated that the Government will use various price analysis techniques including, but not limited to: (1) Comparison of proposed prices with independent Government cost estimates; and (2) Comparison of proposed prices obtained through market research for the same or similar items.

6. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION:

N/A.

7. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE EXCEPTION TO

FAIR OPPORUNITY BEFORE ANY SUBSEQUENT ACQUISITION FOR THE

SUPPLIES OR SERVICES IS MADE:

Plateau’s WEBCASS platform was originally selected as the successor to ASMIS-R through a competitive small business set aside solicitation on the GSA IT-70 Vehicle. Two offers were received, and contract W911QY-19-F-0557 was awarded to Plateau in 2019.

Plateau’s specialized services are currently required because the ASMIS 2.0 module rollout, integration, and stabilization is incomplete. However, this will no longer be the case once all five modules have been developed, deployed, and integrated. At that point, the ASMIS 2.0 will be fully complete and other vendors will be capable of providing routine day-to-day support of the physical infrastructure, user-level data processing, and helpdesk support.

DLA plans to compete the follow on ASMIS 2.0 Sustainment requirement when the JETS Plateau Software Core Task Order expires in May 2024. DLA will seek to award other ASMIS 2.0 requirements competitively to the extent practicable and consistent with providing effective support to the ASMIS 2.0 program.
