About this file
This is a Justification and Approval (J&A) for Other Than Full and Open Competition issued by the Defense Logistics Agency (DLA) Contracting Services Office in Richmond, Virginia. The document justifies a sole-source acquisition for a Wizard Z1 Computerized Mat Cutter (CMC) system to be awarded to Wizard International Inc. The requiring activity is DLA HQ at Fort Belvoir, Virginia (DM-FFX). The acquisition is authorized under 10 U.S.C. 3204(a)(1), implemented by FAR 6.302-1, which permits procurement from a single responsible source when no other supplies or services will satisfy agency requirements.
The procurement includes one Wizard Z1 CNC unit with proprietary FrameShop software, a base mount stand, specialized cutting cartridges, comprehensive manufacturer warranty, vinyl kit, box kit, quiet air compressor, computer stand, on-site installation, system calibration, and operator training services. DLA justifies the sole-source award on the basis that the Wizard ecosystem has already been integrated into DLA's operational infrastructure, and replacing it would be cost-prohibitive and operationally disruptive. Wizard International Inc., a privately held U.S. corporation located in Mukilteo, Washington, is identified as the sole manufacturer and exclusive domestic distributor with no authorized resellers or alternative manufacturers. Market research confirmed no competitive sources exist. DLA lacks internal capability to maintain, calibrate, or support the equipment, and all parts, software updates, warranties, and technical support are available exclusively from Wizard International Inc. The contracting officer determined the anticipated cost will be fair and reasonable by comparing proposed prices to an Independent Government Cost Estimate (IGCE). The acquisition was certified by Curtis Cox, Multimedia Division Chief, Installation Management, and contracting officer Allison N. Douglewicz.

4. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER THAN
FULL AND OPEN COMPETITION:
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1 “Only one Responsible Source and no other supplies or services will satisfy agency requirements”. This acquisition is for Wizard brand name peculiar to one manufacturer and is essential to the Government’s requirements in accordance with FAR 6.302- 1(c)
5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF ACQUISITION REQUIRES USE OF CITED
AUTHORITY:
DLA requires the purchase of the Wizard Z1 Computerized Mat Cutter for DLA Headquarters requirements. DLA has already integrated and approved the Wizard computerized mat cutting ecosystem within its operational infrastructure, and the associated equipment, hardware, and FrameShop software are entirely proprietary to Wizard International, Inc. Replacing this established platform would not be cost-effective, would require a significant expenditure of government man-hours to re-integrate and re-train personnel, and would cause severe operational disruptions to the workforce. Wizard International, Inc. is a privately held U.S. corporation and is the sole manufacturer and exclusive domestic distributor of all Wizard computerized mat cutting systems. Because there are no authorized domestic resellers, distributors, or alternate manufacturers, obtaining competitive quotations is not feasible. Furthermore, DLA does not possess the internal capability to maintain, calibrate, or support this precision equipment, and all parts, software updates, warranties, and specialized technical support can only be acquired directly from Wizard International, Inc.'s Mukilteo, Washington facility.
6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE:
The market research revealed that Wizard International, Inc. retains exclusive distribution rights, and no authorized domestic resellers exist to facilitate a competitive procurement.
7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:
The contracting officer determines the anticipated cost to the government will be determined fair and reasonable by comparing proposed prices to the IGCE.
