About this file

This document is a Brand Name Determination & Findings (D&F) for a sole-source procurement of one (1) Keyence VHX-X1 digital microscope for the U.S. Army Research Laboratory's Advanced Laser Source Development (ALSD) Team. The microscope is critical for the team's high-power fiber laser systems research, specifically requiring a high-resolution optical microscope with ultraviolet and visible light illumination capable of advanced imaging, depth-of-field enhancement, and three-dimensional measurement of fiber components with microscopic precision.

After conducting a market evaluation, the team determined that the Keyence VHX-X1 is the only commercially available digital microscope meeting their specialized requirements, including automated focus stacking, high-magnification zoom (up to 6000x), real-time 3D surface profiling, and an integrated UV light source. A Sources Sought notice was posted on SAM.gov on 16 April 2025, with four vendors responding and only Keyence indicating capability to meet the government's minimum requirements. The procurement will be solicited as a brand name sole-source action, with small businesses and authorized resellers permitted to compete by submitting quotations in response to the solicitation.

Text version

___ Compatibility: The item(s) must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:

___ Proprietary: A patent, copyright, or proprietary data limits competition. The proprietary data are described as follows:

___ Experimental Continuity: The item(s) must be consistent with prior materials in order to ensure experimental continuity. Describe the conditions that necessitate the use of experimental continuity:

___ Warranty: Purchasing item(s) from another manufacturer/provider would void existing warranty. Provide a brief explanation for the use of this reason and the impact that would occur if the item was purchased from another manufacturer/provider:

___ Direct Replacement: These are “direct replacement” parts/components for existing equipment and no substitutes exist.

_x__ Other reasoning to support a sole-source buy:

The Advanced Laser Source Development (ALSD) Team at the United States (U.S.) Army Research Laboratory (ARL) is dedicated to advancing high-power fiber laser systems for national defense applications. The team’s key projects include the development of a five (5)-kilowatt (kW) class free-space pumped Raman fiber laser and an all-fiber Raman Master Oscillator Power Amplifier (MOPA) system. These initiatives require precise fiber facet characterization, making high-resolution, automated imaging essential.

To meet this need, the team requires one (1) high-resolution optical microscope with ultraviolet (UV) and visible light illumination that provides advanced imaging, depth-of-field enhancement, and three-dimensional (3D) measurement capabilities. The system required must be uniquely suited for inspecting fibers with ten (10)-micron cores, one (1)-micron air holes, and 125-micron cladding, enabling precise characterization that is crucial to the team’s research.

Dr. , a distinguished expert with over 15 years of experience in laser and optical physics, led an exhaustive market evaluation, comparing digital microscopes from manufacturers such as Keyence, , , , , and .

Dr. found that Keyence Corporation of America (Keyence) VHX-X1 digital microscope is the only one available in the commercial marketplace that features automated focus stacking, high-magnification zoom (up to 6000x), and real-time three-dimensional (3D) surface profiling, which are essential for the team’s application. The VHX-X1 system’s integrated UV light source also enhances imaging contrast, allowing detailed visualization of fiber structures beyond what is possible with standard visible-light-only systems. No other product from the aforementioned manufacturers can provide systems with all of these required features and capabilities. Keyence is the only company capable of providing a digital microscope that meets all the Government’s minimum requirements.

Without the VHX-X1 digital microscope, image quality would suffer, inspections would take longer, and research efficiency would decline, ultimately increasing costs due to supplementary equipment needs. No other commercially available digital microscope can
