About this file
This is a Class Justification and Approval (CJ&A) document for sole source procurement authorization issued by the Department of the Navy, Naval Air Systems Command (NAVAIR).
The document authorizes sole source contract actions to The Boeing Company for follow-on procurement of A-Kits and retrofit kit installations supporting P-8A Increment 3 Engineering Change Proposal (ECP) 6/7 capabilities. The P-8A ECP 6/7 modification includes significant upgrades to the baseline aircraft, incorporating new airframe racks, radomes, antennas, sensors, wiring, Combat Systems suite with improved computer processing at the Higher than Secret level, Wide Band SATCOM system, Anti-Surface Warfare Signals Intelligence capability, Minotaur track management system, and enhanced communications and acoustics systems. Contract activities include procurement of A-Kits, installation of A-Kits and Government Furnished Property B-Kits, repair and modification work, Non-Recurring Engineering for design and fabrication, obsolescence changes correction, and logistics support. Retrofit activities are scheduled to occur from Fiscal Year 2026 through Fiscal Year 2030, with authority to act under this CJ&A expiring on September 30, 2030.
Boeing is justified as the sole source because it is the only responsible source with requisite knowledge, experience, and technical data for the P-8A airframe, avionics systems, and ECP 6/7 integration. The Government lacks the A-Kit Technical Data Package and Installation Data Package necessary for third-party contractors to manufacture and install modifications. NAVAIR has made preliminary efforts to support future competition by planning to obtain an Installation Data Package with sufficient Government rights upon completion of integrated test requirements and configuration audits, with delivery expected in the fourth quarter of Fiscal Year 2027 to enable competitive acquisition in 2029. The document received senior procurement executive approval on December 13, 2024.
