Snap-on is an industry standard for aviation hand tools. They manufacture tools to meet strict Foreign Object Damage (FOD) preventative requirements. The unique FOD preventative tools that Snap-on produces reduce the risk of damage to aircraft and injury to personnel. Choosing another brand could result in FOD damage to aircraft and injury to personnel.

The 48 MXG currently partners with Snap-on to warranty broken tools. Snap-On provides on on site UK representative to provide onsite trade-ins with their warranty program. In FY2024, the 48 MXG warrantied 84 broken tools from Weapons CTKs, valued at $6,880, at no cost to the Air Force. This translates to a projected savings of $68,800 in tool costs over the 10-year life expectancy of the new Weapons CTKs. Additionally, due to the on-site broken tool trade-in, this saves the Government significant costs incurred for shipping as well as time.

These in-person warranty visits by the Snap-on representative ensure better compliance with DAFI21-101_USAFE-AFAFRICASUP_LAKENHEATHSUP Paragraph 8.2.3.2, which outlines strict tool warranty requirements. This unique warranty relationship allows units to quickly replace broken tools at no cost to the Air Force, ensuring the availability of necessary tools for conducting munitions loading/unloading and flight line weapons maintenance operations. Switching to another brand would result in delays in replacing broken tools and increased replacement costs. A different brand hand tool manufacturer would necessitate a complete overhaul of this program, requiring additional storage space within the Support Sections and incurring approximately $12,000 in costs.

Finally, Snap-on boxes are optimally sized: large enough to hold all required hand tools, yet small enough to allow eight Weapons CTKs to fit on a single USAF 463L pallet. The additional pallet space required by previously quoted brands for their oversized CTKs would incur costs of $5,000 to $20,000 per TDY/Deployment, depending on the distance. Assuming the standard three TDYs/ deployments per year, this translates to a projected savings of $150,000 - $600,000 in transportation costs over the 10-year life expectancy of the new Weapons CTKs.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Initial market research was conducted IAW FAR Part 10 revealed that numerous companies have provided quotes for Snap-On branded equipment previously. Additionally, our office has procured similar Snap-On requirements in the past which have resulted in competitive acquisitions.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer has determined that the anticipated cost to the Government will result in a fair and reasonable price as a result of competition between at least two vendors. Beyond that, and Independent Government Estimate (IGE) was generated to provide a basis for fair and reasonable pricing.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Numerous vendors found via Internet market searches locally and in the United States. All vendors have shown that they can deliver the requirement to RAF Lakenheath.
