About this file

This document is a Justification and Approval (J&A) for the use of other than full and open competition to purchase brand name DataDirect Networks (DDN) storage systems for the Naval Surface Warfare Center Carderock Division (NSWCCD).

NSWCCD intends to purchase two DDN N6200 data storage appliances, required infrastructure, and licensing that will directly attach to the existing DDN storage systems at the West Bethesda, MD location. The total estimated value of the first DDN N6200 appliance is approximately $X and the second is approximately $X. A third storage system will be procured competitively. The justification cites that the DDN systems must be fully hardware and software compatible with the existing DDN infrastructure, and DDN is the sole manufacturer and distributor of the required equipment. The solicitation will be issued to DDN's authorized resellers only. The Procuring Contracting Officer will ensure fair and reasonable pricing, and efforts will be made to identify additional vendors for future procurements.

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

BRAND NAME JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Carderock Division (NSWCCD), Contracting & Acquisitions Department (Code 02).

2. Description of the Action Being Approved

NSWCCD Ship Engineering and Analysis Technology Center (SEATech) intends to purchase of three mass storage systems. Of the three, there will be two DataDirect Networks (DDN) N6200 data storage appliances, required infrastructure, and licensing that will directly attach to the existing DDN storage systems located at West Bethesda, MD, on a Brand Name source basis. Therefore, they must be fully hardware and software compatible with the existing DDN systems. NSWCCD intends to award a firm fixed-price contract to an authorized reseller of the original equipment manufacturer (OEM) DDN.

This justification document is in accordance with FAR 13.501(a).

The total estimated value of the first DDN N6200 appliance acquisition, which will reside on Network 1, is approximately

The total estimated value of the second DDN N6200 appliance acquisition, which will reside on Network 2, is approximately

The third system that is a part of this requirement must be equivalent to or exceeding a DDN ES200NVX2 and will be procured competitively, thus it will not be covered under this brand name justification document.

3. Description of Supplies/Services

The Subject requirements provide for two DDN N6200 mass storage systems for NSWCCD SEATech. The systems comprise a DDN N6200 data storage appliance, required infrastructure, and licensing. The systems will each have ~900TB of usable space.

The proposed acquisitions are for the purchase of, but not limited to, the supplies identified in the tables below:

In addition, the requirements for both systems include, but are not limited to, an Enterprise-class mass storage system with no single point of failure. The systems must be 100% redundant and hot-swappable, including, among others, data transport, batteries, and power. They must be capable of managing storage quotas on a per-user basis. They must have SSDs for cache, at a minimum. They must allow for custom/NSWCCD AD Security Groups to be configured at the CIFS Share level. The systems must contain battery-backed, mirrored cache to protect the integrity of uncommitted write operations in the event of the loss of data center power. They shall support non-interrupted upgrades. The storage systems must be capable of updates without an outage requirement. Their deduplication and compression shall have no impact on performance. For security reasons, the storage systems must have audit functionality such that the subject of any action in accessing the file systems is logged in a secure location. The required useable capacity must be without deduplication, compression, or any other capacity compaction method. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. Required delivery date is

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. §3204(a)(1), “The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.” (FAR 13.106-1(b)(2))

5. Rationale Justifying Use of Cited Statutory Authority

The expansion and tech refresh storage nodes will be fully integrated into the existing mass storage system, and therefore must be hardware and software compatible with it. DDN, the OEM, is the sole producer of the required hardware and underlying software. Any effort to change to a different manufacturer’s mass storage system would not be cost-effective and would negatively impact the Division’s fleet support operations. Replacement of the DDN systems with a different brand would require significant rework along with substantial technical efforts to realign the existing software and files from DDN to another brand. This also increases risk of file corruption or loss and could cost the Navy millions of lost data, labor, and research. Additionally, there is no guarantee that another manufacturer would have the capability or technology to perform such an effort.

If a different brand of storage system were chosen, the entire mass storage system would have to be replaced with hardware from the alternate vendor, which would require an expenditure of about . No other hardware is compatible with the current DDN hardware, and attempts to integrate non-certified hardware will invalidate the warranty.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

DDN is the sole manufacturer of N6200 storage appliances. However, they are not the sole distributor and have a limited number of authorized resellers of DDN products. DDN provided a list of its approved partners from who quotes may be solicited.

As reported by the manufacturer of the N6200 mass storage systems, DDN, the authorized resellers include, but are not limited to, the following companies:

StorageHawk, World Wide Technology, Standard-Blazar, and Insight Enterprises. Although DDN has authorized resellers, only DDN-employed technicians may install, integrate, and support the hardware.

7. Determination of Fair and Reasonable Costs

In accordance with 13.106-3(a), the Procuring Contracting Officer (PCO) shall ensure that all supplies and services provided under this contract are procured at a fair and reasonable price. The PCO shall determine that the proposed order represents the best value (as defined in FAR 2.101) to meet the Government’s needs. In addition to the PCO, experienced technical analysts will review the contractor’s proposal. The PCO will use price analysis as the basis for negotiating a fair and reasonable price.

8. Actions to Remove Barriers to Competition

NSWCCD will likely have reason to solicit similar supplies/services in the future. If other vendors are identified by DDN as authorized resellers of DDN systems, these vendors may be considered in future solicitations. If barriers to compatibility among non-DDN hardware/firmware manufacturers can be eliminated at little or no additional cost, non-DDN systems may be considered for acquisition in future solicitation.

The circumstances surrounding the need to obtain the required supplies/services without providing full and open competition will be reviewed annually by the PCO.
