About this file
This is a Determination & Findings (D&F) for Other Than Full & Open Competition justifying a brand name sole source procurement. The Government seeks to procure one (1) Broderson Ten (10) U.S. Ton Diesel-Powered Industrial Carry Deck Crane (Model IC-100-B) from Broderson Manufacturing Corp, located in Lenexa, Kansas (CAGE Code: 52957). The procurement is justified under FAR 12.102(a) as a sole source acquisition where only one responsible source exists and no other supplies or services will satisfy the agency requirements.
The justification centers on four critical core characteristics that only the Broderson IC-100-B meets: (1) Physical Envelope Constraints requiring an extremely compact chassis with an overall transport length of 12 feet 10 inches and width of 6 feet 6 inches to operate in severely space-limited environments; (2) Lifting Capacity of ten (10) U.S. tons (20,000 lbs.) at a five-foot load radius; (3) Design Configuration featuring a dedicated carry deck with a three-section, telescoping 15 feet to 35 feet boom with continuous 360-degree rotation; and (4) Power Source requiring a diesel-powered Kubota V3307 engine meeting EPA Tier 4F emission standards. The document establishes that alternative manufacturers—Grove U.S. LLC and JMG America—cannot meet all requirements; Grove's models are either insufficient in capacity or exceed spatial limitations, while JMG's cranes are exclusively electric or battery-powered configurations. A Sources Sought notice was posted concurrently from July 21–28, 2026, identifying two potential resellers: American Material Handling, Inc. (CAGE Code: 0SUS7) and Ecology Mir Group LLC (CAGE Code: 7DCV4), both designated as small businesses, to facilitate competition among the Original Equipment Manufacturer and its resellers. The anticipated cost has been determined to be fair and reasonable.

• Wire ropes certificate.
Broderson Manufacturing Corp is the only manufacturer that produces a crane meeting the Government’s specific operational and safety requirements. The Broderson ten (10) U.S. ton, diesel-powered, industrial carry deck crane (Model IC-100-B) fulfills each of the four (4) core characteristics as follows:
1. Physical Envelope Constraints: The Broderson IC-100-B crane possesses a compact chassis necessary for the constrained environment. Its specifications confirm an overall transport length of 12 feet 10 inches (154 inches) and an overall transport width of six (6) feet six (6) inches (78 inches). These dimensions are within the maximum permissible footprint of enabling the equipment to access and maneuver within the required workspaces.
2. Lifting Capacity: The Broderson IC-100-B meets the required lifting capacity. The manufacturer's specifications rate the crane for a maximum capacity of ten (10) U.S. tons (20,000 lbs.) "over front on outriggers" at a five-foot load radius, which is sufficient to handle the large, heavy items as required.
3. Design Configuration: The unit is purpose-built as an Industrial Carry Deck Crane, featuring the requisite flat, heavy-duty cargo deck integrated into its chassis. Furthermore, the crane is equipped with a three-section, telescoping 15 feet to 35 feet boom and provides continuous 360-degree boom rotation, satisfying the Government's design configuration requirements for hoisting and maneuvering loads.
4. Power Source: The Broderson IC-100-B is equipped with a Kubota V3307 diesel-powered internal combustion engine that meets EPA Tier 4F emission standards. This meets the specific operational demand for a diesel power source, as alternative fuel or power configurations are not acceptable for this requirement.
Alternative manufacturers of carry deck cranes were considered, including Grove U.S. LLC (owned by The Manitowoc Company, Inc.) and JMG America. While these alternatives were considered, neither manufacturer produces a crane that meets all of the Government’s essential requirements. Grove U.S. LLC does not offer a ten (10) U.S. ton carry deck crane.
The closest available models are the GCD09, with a maximum capacity of nine (9) U.S. tons, which is insufficient for the Government's minimum ten (10) U.S. ton lifting requirement, and the GCD15, with a capacity of 15 U.S. tons. However, the larger GCD15 crane has an overall transport length of 13 feet 9.6 inches (165.6 inches), which is too large for the application and exceeds the strict spatial limitations of the operating environment. JMG America offers an
11.02 U.S. ton capacity crane (Model MC 100RE) and a 55.12 U.S. ton capacity crane (Model MC 50000RE). However, these cranes, like all JMG models, are exclusively available with an all-electric, battery-powered configuration. This does not meet the Government's explicit requirement for a diesel-powered engine.
Due to the critical constraints of physical size, lifting capacity, and required power source, the Original Equipment Manufacturer (OEM), Broderson Manufacturing Corp, is the only source reasonably capable of providing a crane that meets the Government's requirements. A Sources Sought notice was posted concurrently to GSA (Reference: RFI1824456) and SAM.gov from 21 July 2026 through 28 July 2026. Upon the closing of the response window, the Sources Sought identified two (2) resellers of the subject requirement: American Material Handling, Inc. (AMH, Inc) (CAGE Code: 0SUS7; Small Business) and Ecology Mir Group LLC (CAGE Code: 7DCV4; Small Business). As such, competition among the OEM and its resellers will be facilitated.
6. FAIR AND REASONABLE PRICE DETERMINATION:
It has been determined that the anticipated cost to the Government will be fair and reasonable and that approval of this recommendation is in the best interest of the government. This justification is accurate and complete to the best of my knowledge and belief.
