About this file

This is a Brand Name Justification Memorandum for a firm fixed price equipment rental contract issued by the Naval Surface Warfare Center Panama City Division (NSWC PCD), Code 024, located in Panama City, Florida. The memorandum justifies the procurement of two specific sonar and marine equipment systems for a test event scheduled for February 18-27, 2026, to be conducted at Whidbey Island, Washington.

The Government requires a 10-day rental (excluding transit time) of an EdgeTech DSS 2050 sonar system (100/400/900 kHz with 2000-meter depth-rated towfish, magnetic interface, pressure sensor, 30-meter winch cable, and 15-meter test cable) and a QI-100 Electric Winch (10 horsepower with 30-meter remote cable, slip ring, and termination kit). The equipment must be delivered to 2000 West Marine View Drive, Everett, Washington 98207-5001. The total estimated contract value is less than $25,000 and will utilize FY25 Research, Development, Test & Evaluation funds under simplified acquisition procedures. The Government justifies the brand-specific requirement based on the requesting test team's familiarity with these particular systems; using alternative brands would necessitate retraining the team and crew, resulting in project delays and increased vessel rental costs. No market research was conducted due to the estimated value being below the SAM.gov synopsis threshold. The Contracting Officer determined the order represents best value with the lowest overall cost alternative. Certification signatures are required from both the technical requesting official (Tyler Moak, NSWC PCD S30) and the Contracting Officer (Nicole Stevens, Jamell Kilgore, or Kaitlin Summerville).

To: Nicole Stevens, NSWC PCD Code 024

Subj: BRAND NAME JUSTIFICATION MEMORANDUM FOR SONAR EQUIPMENT

(including the estimated value).

The items in the table below shall be delivered to Whidbey Island, WA. local area marina/port to support a test event slated for 18-27 Feb 2026. The Government is looking to rent the following items for a total of 10 days, excluding transit time:

The delivery address is as follows:

This acquisition will be conducted using simplified acquisition procedures with a total estimated value of less than $25,000. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with FY25 RDT&E funds.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).

The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the item(s) listed in Paragraph 3 of this document. The items listed in Paragraph

3 of this document are needed to support an upcoming test event. These items have been used by the requesting test team and they are knowledgeable in the system functionality and requirements. If another brand were to be selected, the team and crew would have to learn the functionality and requirements of the new system, resulting in project delay and additional cost of vessel rental days.

As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.

Therefore, it is in the Governments’ best interest to rent the items listed in Paragraph 3 of this document.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, the items listed in Paragraph 3 are the only items that can meet the Government’s needs. This requirement will not be synopsized in the government point of entry sam.gov because it is estimated less than $25,000.00.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, the items listed in Paragraph 3 are the only items that can meet this requirement.
