SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

Requisition 144002-24-0176

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), NESDIS and OSPO/WCDAS

2. Description of supplies or services required to meet agency needs (including the estimated value). WCDAS requires 3 Keysight N9321C Spectrum Analyzers. Spectrum analyzers are used to monitor signals from antennas and trouble shoot issues with RF equipment. The monitoring of signals from satellite antennas is critical to ensure an uninterrupted flow of critical data. Estimated cost = $

3. Identification of the single source or the brand name to be solicited.

Requirement is for brand name Keysight Technologies N9321C Spectrum Analyzers.

4. Supporting rationale. Only one brand name is reasonably available as detailed below:

Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The N9321C spectrum analyzer uses a set of SCPI commands for remote control and data retrieval applications. WCDAS currently has programs written in LabVIEW that interfaces with existing N9231C spectrum analyzers on the station. These programs are used to monitor critical signals from both WCDAS antennas and Dongara antennas. Monitoring of these signals is critical to system up time and preventing / minimizing data loss. These programs also have the ability to control spectrum analyzers remotely. Changing the brand/type of spectrum analyzer would necessitate a need for these programs to be modified/rewritten which would take substantial amount of time and money. In order for these new spectrum analyzers to interface with current WCDAS station software they must be compatible with the N9321C SCPI commands.

5. Market Research.

Based on current market research, two small businesses were found who could meet the government requirements.
