INTRODUCTION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.106 as supplemented with additional information included in this notice. This announcement constitutes the combined synopsis solicitation and no separate solicitation announcement will be issued; a quote is being requested.

This combined synopsis/solicitation is being issued as a Request for Quote (RFQ) No.

1332KP24Q0097 for three (3) Basic Keysight Spectrum Analyzers (Part Number N9321C) for NOAA’s Wallops Command and Data Acquisition Station (WCDAS). This is a sole make model requirement and no substitutes are allowed. New items are required not refurbished.

The RFQ clauses and provisions are those in effect thru Federal Acquisition Circular 2024-05.

This acquisition is being solicited as a 100% Small Business Set Aside. The NAICS code applicable to this requirement is 334515, Instrument Manufacturing for Measuring and TestingElectricity and Electrical Signals, Size Standard is 750 employees. The Government anticipates a Firm, Fixed Price (FFP) contract. Only one award will be issued as a result of this solicitation via issuance of simplified acquisition/commercial award.

The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services applies to this acquisition.

The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision.

The clause at 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services applies to the acquisition.

The specific requirements are described in the Statement of Need (SON) in Section III of the RFQ. The Quoter shall review the Quote Submittal Instructions in Section XII for when preparing their quote.

Be advised that this RFQ does not commit the Government to pay any cost for the preparation and submission of a quote. In addition, the Contracting Officer is the only individual who can legally obligate the Government to the expenditure of appropriated funds in connection with this procurement.

Section III - Description/Specifications

Statement of Need (SON)

1 Introduction Background The National Oceanic and Atmospheric Administration (NOAA) Office of Satellite and Product Operations (OSPO) is an organizational component of the National Environmental Satellite, Data and Information Service (NESDIS). The OSPO has operational responsibility for the Satellite Operations Control Center (SOCC) at Suitland, MD and the Command and Data Acquisition Stations (CDAS) at Wallops, VA and Fairbanks, AK to command and control the satellites, to track the satellites, and to acquire their data. The OSPO also manages and directs the operation of the central ground facilities which ingest, process, and distribute environmental satellite data and derived products, to domestic and foreign users.

Wallops Command and Data Acquisition Station (WCDAS) provides ground system operational and engineering support for the following NESDIS/OSPO missions: Geostationary Operational Environmental Satellite (GOES) NOP and R series, Polar Operational Environmental Satellite (POES), Deep Space Climate Observatory (DSCVR), Electro-optical Infrared Weather System Geostationary (EWS-G1), Space Weather Follow-On (SWFO) and USSF Federal Augmentation.

WCDAS currently operates multiple frequency spectrum monitoring systems in support of the Geostationary Operational Environmental Satellite (GOES) and Polar Orbiting Environmental Satellite (POES) ground systems. These monitoring systems consist of multiple COTS spectrum analyzers and custom LabView software which provides remote monitoring and control capability for the analyzers.

Scope The purpose of this acquisition is to procure three (3) spectrum analyzers to replace units that have become outdated and/or faulty. The custom-designed, LabVIEW-based monitoring and control software was written specifically to interface with the Keysight N9321C spectrum analyzer. See accompanying Brand Name Justification documentation.

2 WCDAS Spectrum Analyzer Refresh 2024 Requirements

WCDAS requires three (3) spectrum analyzers as specified below. This Government requirement is for sole make model only. New items are required; not refurbished and no substitutes will be accepted.

Three (3) Basic Spectrum Analyzers. P/N: N9321C, Manufacturer: Keysight Technologies.

3 Date of Delivery Delivery is required 90 days from date of award.

4 Delivery Destination NOAA Wallops Command and Data Acquisition Station, 35663 Chincoteague Road, Wallops Island, VA 23337. The Government will perform installation.

5 Warranty standard twelve (12) month warranty on all units shall be provided to guarantee against faulty design, materials, and workmanship. Warranty shall begin after government acceptance, which is anticipated within two (2) weeks of receipt.

6 Security The contractor must comply with the IT Security requirements of the Department of Commerce as outlined in Commerce Acquisition Regulation (CAR) 1352.239-72, Security Requirements for Information Technology Resources (April 2010). CAR 1352.239-72, section (d) includes the DOC IT Security Program Plan, the NOAA IT Security Manual, and the NESDIS IT Security Handbook. The contractor must also comply with FAR Clauses 52.204-21, 52.224-1, 52.224-2 and 52.239-1.

Physical security requirements for Wallops site access will be met to accommodate contract personnel as escorted visitors. Any access by contract personnel who are Foreign Nationals shall be in accordance with the requirements of CAR 1352.237-73, Foreign National Visitor and Guest Access to Departmental Resources (APR 2010). The contractor shall comply with the IT Security requirements of the Department of Commerce as outlined in Commerce Acquisition Regulation (CAR) 1352.239-72, Security Requirements For Information Technology Resources (April 2010), except that development of a Security Authorization Package in accordance with CAR 1352.239-72, section (i) is not required.

Section VIII - Special Contract Requirements

1 Mitigating Supply Chain Risk

The Department of Commerce (DOC) utilizes a Supply Chain Risk Management (SCRM) Program to identify, assess, and monitor supply chain risks of critical vendors. The Government may use any information, public and non-public, including all-source intelligence for its analysis. The Contractor agrees that the Government may, at its own discretion, perform audits of supply chain risk processes or events consistent with other terms in the contract regarding access to records and audits. An onsite assessment may be required. Through the information obtained from a SCRM program, DOC may assess vendors and products through multiple risk lenses such as national security, cybersecurity, compliance, and finance. If supply chain risks are identified and corrective action becomes necessary, mutually agreeable corrective actions will be sought based upon specific identified risks. Failure to resolve any identified risk may result in contract termination.
