About this file
This document is a Determination for Single Source Solicitation for medical support services issued by the Department of Defense Education Activity (DoDEA). The contract will be awarded to International SOS Government Services, LLC for medical professionals to evaluate and support requests for reasonable accommodations, transfers, voluntary reassignments, leave programs, employee and dependent medical travel, and emergency medical travel for DoDEA employees worldwide.
The sole source contract will have a total estimated value covering a 3-month base period and three 1-month option periods, using FY25 Operating and Maintenance funds. The justification for the sole source award is based on unforeseen delays in preparing documentation to recompete the expiring contract, with International SOS Government Services being the only company capable of providing these services in the required timeframe without significant disruptions. The potential source identified as an alternative is ArcSource Group, Inc., a Black American, Woman-Owned, Small Disadvantaged Business.

DETERMINATION
For
SINGLE SOURCE SOLICITATION - FAR 13 (≤SAT)
Contracting Agency: Department of Defense Education Activity (DoDEA), Procurement Division
1. Description of Supplies and Services: Medical Support Services - DoDEA requires services by medical professionals to evaluate and support requests for reasonable accommodations, transfers, voluntary reassignments, various leave programs, other than economy/coach accommodations
(OTECA), employee and dependent medical travel, and emergency medical travel from DoDEA employees worldwide.
2. Description of Action: A sole source firm fixed price (FFP) contract is planned to be awarded with a total estimated value of The period of performance is one 3-month base period and three 1-month option periods. FAR Clause 52.217-8 (Option to Extend Services) will be included in the contract with a 1-month potential time period at a potential estimated value of Base period and all options will be evaluated. FY25 Operating and Maintenance (O&M) funds are available for the 3-month base period in the estimated amount of and for the three 1-month options in the estimated amount of
3. Authority: FAR 13.106-1(b)(1)(i) and 10 USC 3204(a)(1) a sole source acquisition - Only one responsible entity can meet DoDEA’s requirements, and no other supplies or services will satisfy the agency’s requirements.
4. Market Research:
Incumbent: International SOS Government Services, LLC; 3600 Horizon Blvd., Suite 190, Trevose, PA 19053-4945. CAGE code 6YF97. Not a small business, per SAM.gov for multiple NACIS codes, including 541618 (Other Management Consulting Services).
Potential Source: ArcSource Group, Inc., 6751 Columbia Gateway Dr., Columbia, MD 21046-3138.
Cathryn Perry, POC,410-707-4115, kperry@arcsourcegroup.com. CAGE code 52RK7. Black
American, Woman-Owned, Small Disadvantaged Business, per DSBS for multiple NAICS codes.
5. Rationale for Single Source: Changes in personnel and changes in the medical evaluation and support services requirement caused unforeseen delays in preparing the required documentation to recompete the expiring contract. In order to complete the necessary documentation, DoDEA requires an extension—a 3-month base period and three 1-month option periods—of the current contract with
International SOS Government Services, Inc., HE125418D8001. Without a bridge contract, the special transportation required by eligible dependents and employees would be delayed, which might have serious medical consequences for the injured, ill, and/or disabled individuals requiring these services.
International SOS Government Services, Inc. is the only company that can provide these services in the required timeframe without significant and potentially life-threatening disruptions.
Based on the rationale above, the Contracting Office has made the determination to issue a sole source solicitation to International SOS Government Services, Inc. as the only entity that can provide the required medical evaluation and support services in the required timeframe.
