About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document dated April 2026.
The Air Force Materiel Command (AFMC) seeks to award a limited-source, commercial contract to Haimer USA, LLC (OEM, CAGE 6JKV6) or their authorized distributors for the installation of Haimer Power Clamps and Tool Dynamic Preset equipment at the Commodities Maintenance Group Warner Robins Air Logistics Complex at Robins Air Force Base, Georgia. The estimated award date is 28 August 2026, with delivery by 28 December 2026 (16 weeks after receipt of order). The contract is classified under NAICS 333517 (Machine Tool Manufacturing). The estimated contract cost is redacted. Three Contract Line Items (CLINs) are specified: CLIN 0001 includes the Tool Dynamic Preset Microset and associated calibration masters, spindle adapters, and adjustment arbors; CLIN 0002 includes Power Clamp equipment with chuck supports and unshrinking devices; CLIN 0003 covers Contract Data Requirements Lists (CDRLs A001-A005). Training will be provided to 5-10 personnel over 1-2 business days. The total estimated amount is redacted.
The justification for limited competition under RFO 12.201-1 (Simplified Procedures, 41 U.S.C. 1901) is based on the proprietary nature of Haimer's technology, including exclusive RFID chip integration with existing Government equipment and data management through Haimer's WinTool software system. Market research conducted in March-April 2026 identified Haimer as the exclusive manufacturer of the specified equipment and located seven potential authorized distributors, though only one was confirmed as fully capable of meeting requirements. Switching to alternative equipment would require removing current Haimer assets, implementing new systems, and incurring significant training costs estimated at minimum several hundred thousand dollars, plus loss of large spare parts inventory valued at an undisclosed amount.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
The Haimer TD Preset Machine is a tool that combines tool presetting and balancing in one system, designed to optimize machining productivity. It features a high-precision balancing spindle and a unique adapter system that ensures reproducible clamping, leading to accurate measurements and reduced downtime. The machine is equipped with a user-friendly interface and can measure in various planes, including static and dynamic unbalance, making it versatile for different machining needs. The Power Clamp is a shrinking machine that offers a universal shrinking technology with a flexible modular system, allowing for quick and efficient shrinking and cooling of carbide tools. It is designed to be adaptable to workshop practices, minimizing heat generation during manual operation, and has a short amortization period.
Both tools are designed to improve machining efficiency, extend tool life, and achieve better surface finishes and tighter tolerances. The CNC shop machining program currently has multiple Haimer machine assets that work in conjunction with each other. The clamp and balancer machines connect with the Haimer RFID chips that CMXG has in every Haimer tool holder (and we have been programming and attaching these chips to non-Haimer tool holders
