About this file

This addendum document modifies the bidding requirements for the Century Bog Restoration Project, a comprehensive river and peat bog restoration initiative in Wareham and Plymouth, Massachusetts sponsored by the Massachusetts Department of Fish and Game Division of Fisheries and Wildlife. Addendum 1, issued March 20, 2026, provides clarifications and modifications to the original bidding documents regarding site access, archaeological protections, turtle surveys and protocols, irrigation pipe removal procedures, and plant material sourcing requirements. Key clarifications address that bidders may visit the Wildlife Management Area during public hours, that work is subject to an Archaeological Site Avoidance and Protection Plan with temporary protective fencing northwest of Cell 2, that MassWildlife will conduct a turtle survey in mid-April with targeted sweeps prior to construction, and that contractors are responsible for participating in up to one hour of turtle identification training. The addendum specifies that removal of found irrigation pipes should occur without additional excavation for buried pipes, with payment for disposal as a separate unit price item, and that sphagnum moss for transplant must be reclaimed from the site by the contractor from existing ditches. Substantial completion is required 240 days after Notice to Proceed, with all work completed by March 31, 2027 when grant funding expires. The addendum revises the bid form and measurement and payment sections, reissuing specifications for 31 base bid items and 6 alternate bid items including earthwork, demolition, vegetation management, large wood installation, seeding, tree and shrub plantings, and stop log fabrication.

The addendum modifies payment provisions for irrigation pipe disposal and invasive plant waste disposal, clarifying measurement units and specifying that contractors opt not to segregate waste categories for disposal shall be paid at the lowest contract unit price among intermixed waste types. Plant materials must be native ecotypes originating from local or regional sources within 100 miles of the project site with the same or similar environmental conditions, unless approved by the engineer, with a list of local nurseries provided for reference. The addendum adds Buzzards Bay Coalition as an additional insured party under the project insurance requirements. The document includes extensive attachments including a mandatory site walk sign-in sheet from March 6, 2026, a list of local native plant nurseries within 100 miles, turtle identification fact sheets and protection protocols for five turtle species potentially present on site, experimental plot summaries and maps showing microtopography treatment zones with four blocks of replicates, and pre-construction photo monitoring documentation with 12 monitoring points and directional images dated July 21, 2025 and earlier.

Century Bog – Red Brook Restoration Project Addendum 1

March 20, 2026

NOTICE is hereby given to prospective Bidders of the following information, clarifications, and modifications to the Bidding Documents. The Bidding Documents remain unchanged except for modifications specifically indicated under Modifications.

Bidders must acknowledge receipt of this Addendum in the Bid Form and comply with the requirements for submission of Bids as set forth in the Bidding Documents.

CLARIFICATIONS

NOTICE is hereby given that the following clarifications and responses to questions from the Site Walk are provided.

1. Bidders may visit the Wildlife Management Area at any time during public hours to view site conditions without the snow cover.

2. The sign-in sheet from the Mandatory Site Walk on March 6, 2026, is attached.

3. Work is subject to an Archaeological Site Avoidance and Protection Plan (ASAPP), currently pending approval by the Massachusetts Historical Commission.

• The plan conceptually includes temporary protective fencing and signage northwest of Cell 2.

• The Contractor is responsible for providing all ASAPP-required materials and attending up to one hour of crew training.

• Payment for ASAPP compliance, including removal and disposal of measures, shall be included in Bid Item 1 (Mobilization and Demobilization).

4. MassWildlife is tax exempt and will provide the necessary certification to the selected

Contractor.

5. Project Partners have provided a list of local nurseries for Bidder’s consideration. The list is attached. Plants sourced from these or other vendors selected by the Contractor shall be subject to review under the selected Contractor’s submittals.

6. A Turtle Identification and Protocol Fact Sheet is attached. The fact sheet is supplemental to the Turtle Protection Plan outlined in Specification Section 01 35 13 Special Conditions. MassWildlife will conduct a turtle survey in the work area around mid-April. Based on that survey, MassWildlife with partners will plan to do a targeted sweep of turtle hotspots immediately prior to construction in those hotspot areas and move the turtles to the proposed “turtle protection zone”, which shall be established early in the construction phase and remain for the duration of the project. Contractors will participate in a maximum one hour training at the start of construction and will

2/7 then be responsible for moving turtles encountered out of harm’s way in accordance with the protocol.

7. The Experimental Plots Summary and Map prepared by Project Partners are attached.

Bidders are advised that the work associated with selective clearing, earthwork, bog surface treatment (including microtopography or other roughening), demolition, bog surface slash, and planting shall be captured in the relevant base bid items as described in Specification Section 01 22 00 Measurement and Payment.

8. Existing Conditions Site Monitoring photos and location plan are attached.

9. Bidders are advised that the fishway operations at White Island Pond typically occurs between April through June. During this time flow from White Island Pond is primarily conveyed through the bogs by the Temporary Herring Channel on the south side of the site as referenced on the plans. After the spring migratory period, the outlet of White Island Pond is closed to prevent warm water from the impoundment from compromising the cold groundwater inputs to the bogs under base flow conditions.

The outlet typically remains closed until the fall migratory period in November.

MassWildlife is responsible for operating the fishway. The White Island Pond Dam does have a fixed crest overflow spillway that may convey flow during significant flood events.

10. Bid Item 2 Selective Clearing involves removal of all trees and shrubs from the bog surface and within the project area, with the exception of trees greater than 3 inches in diameter at breast height and selective trees and shrubs flagged for protection within all cells except for Cell 1. Selective clearing within Cell 1 shall consist of clearing trees and shrubs less than 3 inches in diameter at breast height to facilitate access to and along the stream channel. Refer to the description herein regarding the removal of found irrigation pipes and which shall be considered incidental to this bid item. The access corridor shall be coordinated with the Engineer/Owner’s Representative prior to access. Bidders should assume that grubbing of relic cranberry plants or other existing ground cover is not part of the proposed work.

11. MassWildlife is implementing a fire break project in the Wildlife Management Area south of Century Bog. The fire break project is expected to produce large wood pieces including Logs and Logs with Rootwads that will be stockpiled within the sand pit area located south of Cells 6 and 7, west of Cell B. Installation of the owner furnished Logs and Logs with Rootwads shall be paid under Bid Items Alt 2 and 3. The Fire Break Contractor will be responsible for stacking large wood materials. In addition to Logs and Logs With Rootwads, the Fire Break Contractor will stockpile tree tops with branches from the fire break project, for use as slash on the stream channel or on the bog surface. The trees shall be felled before April 15, but may be moved by the Fire Break Contractor after that date.

3/7

12. Will the barn or the house be available for field office use by the contractor? The barn can be available for use, but there is no electricity or bathroom. Also, MassWildlife will continue to need access to the barn, which will continue to house field equipment.

13. Please clarify or quantify the level of effort, quantity, and payment of the removal and disposal of the irrigation pipes. Bidders are advised of the following clarification relative to the anticipated level of effort and payment for the buried irrigation piping present onsite:

a. Please see the attached revised Specification Section 01 22 00 Measurement and Payment and Bid Form.

b. Removal of found irrigation pipes, to the extent practical, includes removing or pulling found irrigation pipes from the ground without “chasing” the buried pipe. We do not anticipate additional excavation for the sole purpose of removing buried irrigation pipes. Contractors should assume that mapping or exploration for the identification and removal of buried irrigation pipes is not required. If a portion of the pipe remains buried and cannot be removed without the need for additional excavation beyond what is required to perform the base contract Earthwork, Selective Clearing, and General Demolition, the end of the pipe shall be buried in place.

c. Disregard references to “capping” relic irrigation pipes. Open ends of relic irrigation pipes that will remain in place shall be buried.

d. Offsite disposal of found and removed irrigation pipes shall be paid under a unit price bid item.

e. Offsite disposal of invasive plant waste, found and removed plastic irrigation pipes, and general demolition debris are captured as separate unit price bid items and are expected to be segregated, subject to the Contractor’s selected means and methods, and reviewed by the Engineer prior to disposal. Contractors that opt not to segregate these waste categories for disposal shall be paid at the lowest contract unit bid price of the intermixed waste types.

14. Is the payment for FES square feet or linear feet? Measurement and payment for Fabric Encapsulated Soil (FES) is by the linear foot of FES lift, also known as “face feet”, installed and accepted. The revised Specification 01 22 00 Measurement and Payment and Bid Form are attached.

15. Please clarify how the alternate bid should incorporate additional or deducted bid items? The Total Alternate Bid shall equal the Total Base Bid minus Bid Items 4, 10, 11, 23, and 25 plus Alternate Bid Items Alt 1 through Alt 6. Please see the attached revised bid form.

4/7

16. Clarify the intended source for the sand cap, Is the sand cap an imported material? Bidders are advised that the amount of clean sand onsite available for use as a clean cap in the proposed sandplain grassland zone is unknown. If there is insufficient sand generated from the work to meet the criteria noted on the disposal areas on the Construction Plans, the Contractor shall take reasonable precautions to segregate and avoid compromising sand encountered onsite with the lowest organic fractions (based on visual assessment) for prioritization as capping material at the proposed sandplain grassland. We anticipate that clean sand will not be imported onsite, nor will clean sand be over excavated outside of the sand removal areas depicted on the plans for the sole purpose of reclaiming sand capping material. We do not anticipate importing soil, except for selected streambed aggregates or granular fill if required for the culvert removal (Bid Item Alt 5). We do not anticipate the need to export material from the site.

17. Where are Logs and Logs with Rootwads intended to be sourced from considering the time of year tree clearing restrictions and the size of the pines onsite?

Perspective bidders are expected to identify sources and import suitable Logs and Logs with Rootwads for Contractor provided large wood materials installed under the Bid Items 10 and 11.

18. How much slash will be generated from the fire break project? The total volume of slash, consisting of tree tops from the MassWildlife’s fire break project on the Wildlife Management Area, is unknown at this time. The payment for the slash placement along the proposed stream channel associated with Logs and Logs with Rootwads are incidental to the large wood installed along the stream and captured under the Bid Items 10, 11, Alt 2, and Alt 3. Slash installed on the bog surface for wetland complexity are captured under Bid Item Number 13.

19. Can Invasive plants be buried onsite? MassWildlife implemented invasive plant removal in late summer/fall 2025 throughout the project area except for Cell 1. Any additional invasive plants encountered during construction should be flagged, removed, and disposed offsite. Additionally, Miscanthus sinensis (Chinese silvergrass) should be added to the invasive species list in the bid document for management during and post-construction. We have inquired with the Conservation Commission whether invasive plant waste is permitted to be buried on site and their response is pending. If the Conservation Commission approves the request, Contractors should assume that waste will be chipped and buried a minimum of 6 feet below final grade and subject to the mitigation under the Contractor’s 3 year monitoring period. The Conservation Commission may impose additional restrictions.

Disposal of invasive plant species, whether disposed on or offsite, shall comply with local, state, and federal regulations.

5/7

20. Please clarify the end date for the project. Substantial completion is 240 days after Notice to Proceed. All work must be completed by March 31, 2027, when grant funding expires.

21. Who is responsible for locating and stockpiling sphagnum moss and where it is located? Sphagnum moss for transplant will be reclaimed from the site by the Contractor. Sphagnum moss is present in the lateral, perimeter and central ditches in variable densities. Project Partners will try to map potential sources of Sphagnum moss for reclamation from within the site.
