About this file

This document is a Request for Proposals (RFP) from the City of Sturgis, Michigan for Citywide Curbside Recyclable Collection and Disposal services. The RFP seeks a contractor to provide curbside recycling collection twice per month for approximately 3,250 residential units, with a guaranteed minimum of 3,000 units. The contract is set to commence on January 1, 2026, for an initial three-year term, with potential for successive extensions. Proposals are due by June 30, 2025, at 4:00 PM, to be publicly opened and read at the City's Administrative Offices. The contractor will be responsible for providing recycling bins, collecting recyclables from residential units, and ensuring proper disposal, with collection routes divided between areas north and south of U.S. 12.

The pricing structure will be based on a monthly rate per residential unit, with the City reserving the right to adjust the number of units. The City has been providing curbside recycling since 2008 and has implemented a monthly surcharge of up to $2.00 per unit to fund the service, as allowed by Michigan state law. The contractor must meet various requirements, including maintaining appropriate insurance, providing customer service, using well-maintained collection equipment, and observing specified holidays. Apartment complexes, which were not included in previous contracts, may now be part of the service. The City reserves the right to reject any proposals, waive irregularities, and negotiate terms to ensure the best possible service for the community.
