About this file

This is a Request for Quotation (RFQ) issued by Alachua County, Florida for recycling services related to waste oil, gasoline, and antifreeze for fiscal year 2027. The county is soliciting electronic quote submissions on an as-needed basis for the purchase and pickup of waste oil, used oil filters, contaminated fuel, used antifreeze, and oily water from six collection centers located throughout Alachua County. The anticipated service volumes average approximately 2,500 gallons per month collectively across all sites, with each location maintaining 500-gallon tanks requiring service twice monthly or every other week. The RFQ was released on July 29, 2026, with a deadline for questions on August 9, 2026, and a response deadline of August 19, 2026, at 5:00 p.m. Responses must be submitted electronically through the OpenGov Procurement portal. Site visits are the respondent's responsibility to conduct prior to quote submission. The resulting blanket purchase order will cover the fiscal year from October 1, 2026, through September 30, 2027, with no renewal options mentioned.

Pricing for waste oil constitutes a purchase price paid by the vendor to Alachua County, which the vendor may elect to pay per gallon or decline by entering $0.00. Alternatively, vendors may charge for oil disposal services if they do not purchase the waste oil. All other line items—including used antifreeze, oil filters, waste gasoline, contaminated fuel, oily water, vacuum truck services, and analytical testing—require separate pricing submissions. All transportation, freight, and applicable environmental fees must be included within the bid prices for bottom-line costs. An annual price escalation clause is permitted, not to exceed 3 percent, with escalation requests required 120 days prior to contract renewal. Type C insurance requirements for pollution and hazardous waste are mandatory, including Commercial General Liability, Automobile Liability, Workers' Compensation, and Pollution Liability, each with minimum limits of $1,000,000. Respondents must submit a W-9 form, proof of state registration, and confirm non-placement on various excluded vendor lists.
